The Sever complex in the Sergiev Posad city district is also a record for RT-Invest. Without false modesty, he is called the largest in Russia. Here are some characteristics: sorting line capacity - more than 450 thousand tons per year (KPO in Kolomna - 300 thousand). The total capacity of the North is 900 thousand tons per year. For 10 years, it processes 2.2 million garbage.
The flows that were previously delivered to the Kargashino MSW landfills in Mytishchi and Nepeyno in the Dmitrovsky District will be directed to the new KPO. At the end of 2019, they were closed, and soon their restoration will begin. Part of the waste to the new KPO will be sent from the Aleksinsky Quarry landfill to Klin and Timokhovo in the Bogorodsky District.
The equipment of the KPO Sever production lines was developed mainly by the Russian company Husman Rus and has its own distinctive features in organizing the sorting process: for screening small fractions, it is not drum screens used as in other KPOs, but rotary separators. They do not pollute materials, which increases the amount of recyclable materials suitable for sale. The Schulz & Berger air separator is also used. It automatically separates the film from the general flow of plastic, thereby facilitating the work of sorters and increasing the efficiency of other equipment.
The complex, as stated at the presentation, will make it possible to recycle more than 50% of waste: 30% - organic matter and another 20% - plastic, metal, glass and waste paper. Useful fractions - metal, aluminum, paper, glass, polyethylene and polypropylene - will be sent under the press to form recycled briquettes. The remaining part, already without organic matter, will be placed in a new KPO bowl equipped with filtrate cleaning systems. Therefore, it is promised that there will be no unpleasant odors.
The complex is equipped with imported equipment that monitors the environment for non-stop emissions and discharges. And, importantly for the regional labor market, about 650 new jobs will appear in the "North".
It was already a good tradition for investors to bring journalists to landfills when they were just starting to work on unladen equipment and were amazing, a way to promote garbage reform for local authorities. Under this case, news about the imminent appearance of modern KPOs is favorably perceived, especially in those places where there is no longer any living from old garbage dumps. On the website of the regional government, for example, it is reported that it is planned to open 12 waste processing facilities in the Moscow Region. In 2019, the complexes in Silver Ponds, Roshal and Zaraysk started operating at full capacity. KPO Yug in Kolomna and Vostok in Yegoryevsk were also opened and the first phase of the Aleksinsky Quarry complex in Klin was launched. The remaining KPOs are planned to be completed in 2020. The deputy chairman of the regional government Yevgeny Khromushin announced additional news on Monday: "By the beginning of 2021, after the launch of six KPOs, the needs of the Moscow region in sorting and processing household waste will be fully satisfied."
Ecologists and public organizations spoil the picture of the world. Moreover, to such an extent that, triumphing another victory over the garbage, the authorities are constantly forced to make excuses. "We have all the remaining KPOs to be introduced in 2020. There are certain problems everywhere - with land and property issues, and so on, but, most importantly, the technology has already begun, the flywheel is working, so we don’t see any risks," Khromushin said, responding to a question from Interfax about the possible risks for introducing six KPOs in 2020. Opponents, it seems, will be broken in the usual way - through the knee.
On the eve of the press-announcement of RT-Invest about the launch of the new KPO at full capacity, at the regional site No to the Sakharovo landfill! a message appeared that “the start-up of the enterprise is impossible due to the lack of a commissioning permit that was not issued. It was not issued because the project of the enterprise was not worked out (or deliberately keeps silent) on the issue of discharging wastewater from the territory of the enterprise into the Peremeyka river."
The authors claim that a leak or a drain of melt or wastewater can turn into an environmental disaster for the district and the risk of groundwater poisoning. Attempts to discharge wastewater from the plant have already been recorded this winter by activists of the Sergiev Posad - not a dump. For two years now, district social activists have been contesting permits for the construction of a waste recycling complex in the village of Sakharovo. A total of 8 claims were filed, Natalia Kruchinina, head of the Sergiev Posad branch of the National Committee for Ecological Safety, told the Public News Service.
According to her, despite numerous violations of project documentation and state environmental expertise, the landfill was erected at an accelerated pace and also - shock - launched.
- Nobody cares that KPO is located at the highest point in the region, where the watershed of several rivers passes. This is a flooded area, it is generally impossible to create a landfill. Now there is a permit for 56 hectares. In the future, they plan to expand it to 152 hectares. There will be no processing as such - a maximum of 15%, the rest will go to burial and composting. But with the technology that is now used, this is tantamount to burial. After that, the chemical composition of the land cannot go for restoration, ”says Kruchinina.
Within a radius of 10 km from the IPC there are 46 settlements, to the Lavra - 18 km. On the territory of the landfill there are objects of cultural and archaeological heritage of the XVII century, which are doomed to be crushed under a pile of garbage, and no conservation will save them.
Sergiev Posad District is small - only 64 by 42 km. And the negative impact of the landfill extends to 80 km. The whole area will be poisoned, public men fear. In their opinion, there was an alternative solution to the problem, but neither the investor nor the authorities want to listen and consider other options.
- Everyone thinks that they will build the complex and the problem will be solved. But only the problem of garbage removal will be solved, and the issue of processing and disposal of waste will remain. First of all, we need a separate collection of garbage - it is practically not organized here. Secondly, the creation of processing plants. Today, the beautiful name "complex" hides a garbage can of enormous size, says Kruchinina.
The lawsuits filed by the public of Sergiev Posad are still at the stage of the proceedings. “Neither we nor our neighbors have achieved victories that can be boasted,” complained the social activist.
This is the trouble of the whole Moscow region. Even the won courts do not lead either to the revision of projects or to the closure of landfills. Nevertheless, the public of Sergiev Posad is ready to go to the Supreme Court. “After the launch of the problem, the discontent of the population will increase, not decrease, so we will continue the struggle,” writes the site “No to the Sakharovo landfill.”
Some citizens who are critical of Sergey Chemezov’s brainchild have already left the race. A year ago, Archbishop Feognost (Guzikov), Viceroy of the Trinity-Sergius Lavra, was deposed for protesting against the construction of landfills in the Moscow Region. This was reported by the telegram channel Tserkvach, very knowledgeable in the internal kitchen of the Russian Orthodox Church.
In April 2018, Vladyka blessed a rally under the walls of the Lavra against the construction of a landfill in the village of Sakharovo, 18 kilometers from the monastery. The precedents of a showdown between the authorities and priests because of the landfill were earlier. In August 2018, Alexander’s nephew, Archpriest Victor Grigorenko, was punished, who at a public hearing dared to argue with the Minister of Ecology of the Moscow Region Alexander Kogan. For this, Victor’s father was ousted from the post of deputy director for museum work at the Dubrava Regional Educational and Cultural Center named after Archpriest Alexander Me in the Semkhoz microdistrict.
“The example of Archbishop Feognost should demonstrate to both the Lavra monks and the believers of Sergiev Posad that their opinion does not bother anyone,” stated the “Tserkvach” telegram channel.
The chronicle of the squabbles between the authorities and “civilians” contains no less dramatic pages - activists were beaten, their cars set on fire, and a bunch of lawsuits “for hooliganism” were hung up. The city prosecutor’s office looked at all this with calm calm. Why so - you can build any version you want, but the closest thing to the truth, perhaps, is that the Moscow Region officials imagined themselves to be the breadwinners of an unreasonable people who would not bring a spoon to their mouth without them. In this sense, the story of the Posad activist Trofimov is noteworthy, who recalled how the townspeople were reproached for disagreeing to have a garbage beneath his nose.

Father Victor, although he suffered for his speech, still stands on the idea that he defends the position of people who, according to the Constitution of the Russian Federation, have the right to a favorable environment and want to breathe clean air. “And in the Social Concept of the Russian Orthodox Church, our attitude to environmental problems is very clearly indicated. We cannot be indifferent when we witness the desecration of nature, ”he says. -. My goal was precisely to talk about the problem, about pain in people, and not just to speak out "against." After all, the statement does not say that we do not need a modern high-tech garbage recycling plant. But no one has so clearly explained why such a large-scale landfill is needed, where the share of garbage from Sergiev Posad district will be 10 percent, and 90 percent will be brought from Moscow and the region. ”
Speaking of nature. In a petition addressed to the President of the Russian Federation, the Ministries of Ecology, Forestry and Agriculture (it is still posted on the Internet and open for signatures), residents of the Sergiev Posad district consider the construction of a landfill in the forests between the village. Sakharovo and village Fur "provocation against any living creature living in the area, including humans." The construction was conceived on the highest point of the district - the Klinsko-Dmitrov ridge, in the habitat of numerous animals: elk, wild boar, raccoon dog, beaver, otter, ferret, fox, marten, squirrel, hare, weasel like a lynx, red (brown) mink , bear, etc. .. A huge number of birds, including rare bird species, also lives in this area: green woodpecker, white-backed woodpecker, gray-headed woodpecker (gray-haired), medium-sized spotted woodpecker, variety of large and medium-sized breeds of bird of prey, snake-eater, owls ... No one is sorry. No one ... Only in the Shemetovskoye village, on whose lands such a large-scale construction has basically unfolded, there are more than 94 indigenous settlements and 40 gardeners' non-commercial partnerships. People do not even cry, but a cry of despair: “We have collected more than 100,000 signatures against the construction. We have collected whole bales of lists of various organizations, we have in our hands the reports of scientists that alternative methods of eliminating garbage exist and should be used, rather than turning the country into a single landfill. ”
The petition went unanswered. As well as the question: why do you always choose fertile lands, woodlands and densely populated territories for dumps in the Moscow Region?
But now the matter has already been done: the next garbage complex has started working and, as stated at the presentation, all permits for it are available. Summer residents and young families, fearing for their health and the health of their children, move out of their places of residence. Many sites in SNT and villages are already laden with sales announcements. All will not leave ... So, we must look for ways of peaceful coexistence. The management of KPO Sever promises to strictly comply with all environmental requirements. It is up to environmentalists and the public to tirelessly monitor and control. And then we'll see: maybe this garbage giant is not so scary as it is painted. Moreover, they say, they sprayed him with holy water...
