Recall that before the adoption of the new law by the State Duma, in Russia, according to the Federal Law "On mobilization in the Russian Federation", citizens with an unexpunged or outstanding conviction for committing a serious crime were not subject to conscription. Under the exceptions, parliamentarians summed up persons with an outstanding criminal record, who were convicted of the following crimes: against the sexual integrity of a minor; committing a terrorist act; hostage taking; organization of an illegal armed formation; hijacking of an aircraft, water transport, train; illegal handling of nuclear materials; treason. As soon as the head of state signs the law and the document is published, the military commissariats can start serving summonses to former prisoners on the same day.
