Novye Izvestia has already reported that according to information from the public procurement website, 43,000 Russian schools plan to equip cameras with face recognition.
On the website of the Elvis-NeoTek company, the so-called “portfolio company” RUSNANO, established in 2011 and becoming the “leading developer and manufacturer of high-tech security systems using image recognition technologies, computer vision, radar, video, thermal imaging surveillance”, can find out the details.
It is reported here that "until 2024, the Ministry of Education plans to equip more than 43 thousand educational institutions with security systems".
In the meantime, Russian-made video surveillance systems have already appeared in 1,500 educational institutions.
The cameras are planned to be used “for security control at the entrance and exit of the school”, as well as even “for video surveillance in the classrooms, which will ensure safety in the classroom and broadcast them for distance learning”.
That is, it turns out that already lessons in Russian schools - in principle - can be considered potentially “dangerous”.
It is reported that for use in schools selected IP-camera series VisorJet Smart Mini, designed for high-quality video surveillance indoors.
The servers are equipped with a video surveillance system with computer vision, which is called - what do you think? - Orwell 2k (developed by ELVIS-NeoTek; included in the register of domestic software).
Well, we must pay tribute to the "sense of humor" of the developers: successfully cut off. George Orwell's novel "1984" - a handbook?
Indeed, no one will argue with the fact that safety - especially the safety of children - is above all. However, it is important to see not only the particular, but the whole picture.
That's what the candidate of historical sciences, the director of the Center for Geopolitics, Institute of Fundamental and Applied Research of Moscow State University Olga Chetverikova comments on this topic on the Ivan-Chai YouTube channel.
"...Now in front of our very eyes the online or virtual Russia is being created. ...Today we are at the line that cannot be retreated.
Challenged man. We are challenged, but not only as citizens of Russia, because it is not only about political rights and about the fact that we have been deprived of the opportunity to participate in the political, economic, social life of society and everything is decided for us - but a challenge to us, as people.
Because the image of a person in those who implements all these programs is not present at all in these programs. We are told that we will all be, in fact, just digital copies, digital avatars. We just turn into a control object.
The most important thing now is to realize that there is nowhere to retreat and the time has come for mobilization and self-organization.
...Information has already reached us that from September cameras will be installed in all Moscow schools with face recognition, this is also completely illegal.
The total amount of the contract exceeds 2 billion rubles. It is clear that there will be more.
All elements of the video surveillance system are connected to the Orwell system. What am I doing? Moreover, they no longer even feel free to show us what they are building. We know what Orwell is.
And, it turns out that due to the fact that these surveillance cameras are installed for us in order to supposedly ensure the safety of our children, the Orwellian dystopia, which is associated with a totalitarian system, with total control, with the suppression of a person, a person, will now be put forward as such an ideal model, a positive model.
And it integrates the face recognition module NtechLab. This is an interesting company, 100% of the shares of which belong to the Cypriot structure.
That is, like this, taking advantage of the moment when our citizens relaxed a bit after the lifting of restrictions, they now begin to actively prepare for the fall.
And we know that Rospotrebnadzor has already ordered to ensure - as they call it - "separation of children." And in order for them to be “disunited”, it is necessary that the class has no more than 15 people, so that everyone has a different time for change.
And, of course, the need for distance education immediately turns on, because it is impossible to provide classroom instruction for all children if only 15 people are allowed.
... They are not at all interested in the opinions of citizens, they are not interested in the opinions of parents ... Without real self-organization, without appropriate measures and actions, we will not change anything. Because they will continue to push and push. Until in the end such conditions are created when people are simply no longer able to think, reason, or act somehow.
First of all, now it is necessary for parental movements to organize themselves, now it is the most active part of society, because everyone has children..."
Finally, we recall that from July 1, 2020 in Moscow for 5 years an experimental legal regime was introduced to test artificial intelligence technologies.
On April 28, Rossiyskaya Gazeta published the text of Federal Law of April 24, 2020 N 123-FL "On conducting an experiment to establish special regulation in order to create the necessary conditions for the development and implementation of artificial intelligence technologies in the subject of the Russian Federation, Moscow, and amendments to Articles 6 and 10 of the Federal Law “On Personal Data” can be found on the website of the “Rossiyskaya Gazeta”, which can be found here.
According to RBC , the companies involved in the special register participate in the experiment. This is a legal entity or individual entrepreneurs registered in Moscow and participating in the development or circulation of artificial intelligence technologies, as well as goods and services made on its basis.
“The City Hall will be able to determine the conditions, requirements and procedures for the development, creation, implementation and implementation of artificial intelligence technologies. What they will be, the bill does not specify. It is only indicated that the mayor's office will determine the order and cases of transferring images by the owners of urban cameras and video cameras, as well as control the processing of anonymized personal data by the participants in the experiment. At the same time, it is stipulated that anonymized personal data obtained during the experiment cannot be transferred to non-participants. These data should be stored on the territory of Moscow”, - writes RBC.
The coordinating council is responsible for the strategy and mechanisms for implementing the experimental legal regime, the provision on which is adopted by Moscow in agreement with the government. Based on the results of the experiment, the council should prepare and submit to the government "proposals on the appropriateness or inappropriateness of introducing amendments to the Russian legislation".
