Dmitry Rogozin pointed out that according to the passport, the FSP "should amount to 1 trillion 406 billion rubles, but in reality it has already been cut by 150 billion rubles".
“And that's not counting the alleged sequestration of the space programs, which is associated with a drop in federal budget revenue”, - said the head of Roscosmos in an interview with TASS at the Army-2020 forum.
Rogozin indicated that he was going to return the funding to the level indicated in the passport.
- We believe that what was promised to the space industry in the amount of 1 trillion 406 billion should be returned to the industry. Back in December 2015, before the adoption of the FSP at a meeting with the President of the Russian Federation in Sochi, I said that a reduction in funding for the industry below 1 trillion 406 billion would lead to its degradation, - explained the CEO of the state corporation.
He complained that due to lack of money, Roscosmos could not sign a contact for the development of the heavy Angara.
Let us recall that in July, it was announced that funding for Roscosmos was cut by 60 billion rubles in the period from 2021 to 2023. This is not the first time that the state "donates" space programs in the face of a budget deficit.
Meanwhile, the spending of Roscosmos itself on needs not directly related to the space program is obviously not planned to be reduced. For example, the state corporation has equipped a meeting room in its office, spending 23 million rubles on equipment. Now Roscosmos employees will be able to "conduct daily negotiations, meetings and presentations, including with international partners in a remote format (which is especially important during a pandemic), reduce travel costs, and increase the efficiency of industry management".
At the same time, Rogozin previously promised to be more disciplined in spending in 2020. In addition, in the same year, he promised to submit to the government a draft of the Unified State Program for Space Activities of Russia until 2030, which would spell out all projects in the form of sub-programs. Rogozin promised to use the available funds with increased efficiency.
