"We will not imprison 12-year-old children!": Turchak sharply answered deputy Vostretsov

Secretary of the General Council of United Russia and Deputy Speaker of the Federation Council Andrey Turchak criticized the statement of State Duma Deputy Sergei Vostretsov to reduce criminal liability to 12 years and called it absurd.

“This position speaks of the incompetence of deputy Vostretsov. Because such inadequate initiatives undermine confidence in the State Duma, United Russia and the authorities in general. It is difficult to imagine what the deputy was guided by when he advocated lowering the age of criminal prosecution”, - Andrey Turchak emphasized.

He recalled that Sergey Vostretsov's deputy mandate expires next year and expressed confidence that "this is his last convocation in the State Duma".

The proposal to prosecute from the age of 12 appeared on the website of the Russian Public Initiative (RPI), where anyone can come up with their idea. The need for change is due to the increase in child crime. Now, according to the Criminal Code, the minimum age of criminal responsibility is 16 years (for especially grave crimes, it can be reduced to 14 years).

This initiative was supported by State Duma Deputy Sergey Vostretsov (United Russia). In his opinion, it “has logic”. At the same time, he noted that the punishment system was created "not to punish, but for prevention".

Let us recall that Vostretsov himself did not come up with the lower age limit, from which it would be possible to put children in camps and prisons and even shoot them. This is the practice of Stalinist terror!

On April 7, 1935, the Council of People's Commissars of the USSR No. 3/598 "On measures to combat juvenile delinquency" was adopted, according to this document, "from the age of 12, those convicted of committing thefts, in the infliction of violence, bodily harm, mutilation, murder or attempted murder". The decree was signed by Stalin. It doesn't matter what propaganda creates an image friend of children and showered the population with posters that depicted the leader next to smiling children. At the same time, the very word "execution" was not indicated in the press, only a general wording was left.

In the NKVD, apparently, there were discussions about what should be considered "by all measures" in relation to 12-year-old children, because already on April 26 at a meeting of the Politburo the law was explained in more detail. At the same time, persons who incited or forced minors to participate in speculation, prostitution and vagrancy were only threatened with imprisonment of 5 years or more.

For the country, 12-year-olds were not considered children. At this age, they officially became fit for work and filled the labor reserves of enterprises and workshops. And since they are no longer children, then obviously the criminal liability was the same as that of adults. With such tough methods, Stalin tried to keep the shameful statistics of child homelessness, and therefore crime - two indicators that were a direct consequence of domestic policy - forced collectivization, the famine of the 32-33s and mass repressions with eviction to the Gulag. After the April decree, all institutions for young street children and criminals were transferred from the people's commissariats to the NKVD-shniki (representatives of the People's Comissar for Internal Affairs).

It goes without saying that today there are no objective conditions for the revival of this cannibalistic practice. And if deputy Vostretsov so wants to put our children in camps and prisons, then let him start with his offspring (if he has them). Or - he will leave the Duma, which, as you know, is not a place for the propaganda of infanticide and the most sadistic practices of totalitarian regimes.
