The initiative assumes that employers - individuals and legal entities, as well as individual entrepreneurs, before hiring a migrant, will have to issue an electronic patent - register in their personal account and fill out a special form.
After registration in the system, it will be necessary to fill out an application for inclusion in the register of employers that attract foreign labor (RRPIRS).
In addition, it is proposed to prescribe the conditions for hiring such an employee. For example, reflect the salary that would correspond to the average level of earnings in the region for this category of workers, as well as the absence of unpaid fines for violations of the laws of the Russian Federation.
The concept provides that in case of non-payment of personal income tax in the form of a fixed advance payment, notifications will be sent to migrants with the requirement to make the payment within the next 15 days. Otherwise, the defaulter may be completely banned from working on the territory of Russia, as well as deported from the country.
The authors of the initiative propose to organize the issuance of ID-cards with their personal data for foreigners, take fingerprints before entering the Russian Federation and create a register of unscrupulous persons who invite foreign workers.
Earlier, the Ministry of Internal Affairs proposed to introduce a digital profile of a migrant, which was to become mandatory for installation on smartphones entering the territory of the Russian Federation. According to the head of the Trade Union of Migrant Workers Renat Karimov, this will not be able to solve the problem of the legal stay of foreign workers in the country.
Note that in Russia it is planned to stop issuing permits for temporary residence for a period of up to seven years, because this institution has "outlived its usefulness".
