And you like it or not, but many come to the conclusion: if highly paid mercenaries are assigned to the consolidation of the capital, then what kind of a favorable urban environment can you dream of? The inhabitants of the capital will receive exactly what they already have - prohibitively tall, somehow cobbled together human beings without courtyards and greenery, destroyed microdistricts and thoughtlessly planned new urban groups that look like anything but the beloved capital. And the most offensive thing is that all this was paid for from the own pocket of the townspeople, whom no one asked - are they ready to pay for such expensive services of unknown people?
For comparison: the average monthly salary of the President of Russia Vladimir Putin in 2019 amounted to 720 thousand 700 rubles, and for the year he earned 8 million 648 thousand 353 rubles.

- Renovation instead of the promised benefit is becoming a source of social tension in Moscow. And a huge role in this is played by the activities of those who set the tone in urban planning policy. And this is the Moskomarkhitektura (Moscow City Architecture Committee) and its subordinate institutions.
For many Muscovites, these names will mean little, so I will explain in detail. Moskomarkhitektura is the main organization that oversees all global projects in Moscow, such as, for example, the renovation and reorganization of industrial zones. Moskomarkhitektura (Moscow City Architecture Committee) also develops projects related to transport, both with classical and with such modes of transport as, for example, cable cars. The Moskomarkhitektura subordinates to such design institutes as "General Plan", "GlavAPU" and the youngest institute "Gradplan". Moreover, from our point of view, the functions of these institutions are duplicated. So, "Gradplan" was created several years ago, when from the "General plan" actually took part of the people and organized a new institute. Chairman of Moskomarkhitektura Yuliana Knyazhevskaya, as far as I know, more than once spoke very warmly about Gradplan as her favorite brainchild.
Now let's go directly to the renovation. As you know, at the start of the program, representatives of the Moscow Committee for Architecture and Architecture spoke about attracting leading architects to the development of projects. A competition was held. What's the result? None of the competition projects were implemented. And, meanwhile, more than 180 million budget rubles were spent to support this competition.
Who eventually began to make renovation projects? And they just began to be made by the aforementioned institutes - "General Plan", "Gradplan" and "Glav APU". And they began to do it extremely hard. The number of storeys of projects skyrocketed. Instead of the promised 6, maximum 14 floors, Muscovites receive high-rise buildings of 25 floors and even higher. The building density reaches 90 thousand square meters per hectare, which is the density of high-rise buildings in New York. Where, by the way, there is a very high mortality rate from the coronavirus epidemic. And experts associate the density of buildings and the resulting overpopulation with the speed of the spread of the epidemic.
That is, in my opinion, Moskomarkhitektura (Moscow City Architecture Committee) is laying an epidemiological bomb with its projects and destroying a comfortable living environment in Moscow, because problems will inevitably arise both with the overload of networks (sewage, water supply, heating) and with transport. Roughly speaking, by ramming the districts with super-dense buildings, overpopulating them, we will get a collapse on the roads, since the capital's road network simply cannot cope with the increased traffic flow. Why is this not understood in the Moscow City Architecture Committee?
Here, in my opinion, a lot depends on the personnel policy. In the institutions under our jurisdiction, we see a huge number of people not from Moscow. If these were excellent specialists, then this would certainly not raise questions. But, alas, the reality is different. Among the ordinary employees of "podvodov" people often work without experience and appropriate education. But this problem also applies to the leadership. So, "GlavAPu" is headed by Chumachkov Dmitry Vasilievich. As far as I know, he was a deputy of the Duma of Stavropol, headed the "Regional Technical Inventory". He has a law degree. But GlavAPU is the Main Architectural and Planning Department. It should be led by a specialized specialist with an architectural education. Although what to talk about, even if the Moscow Committee for Architecture is headed by Knyazhevskaya - a lawyer who does not have a higher architectural education and has not worked as an architect for a single day. How can such people understand the subject? How can they make competent urban planning decisions?
Such leaders, from my point of view, and according to the information I regularly receive from inside the Moscow Committee for Architecture and Construction, sometimes cannot even issue a competent technical assignment for design.
But now I would like to touch upon the salaries of the employees of the General Plan, Gradplan and GlavAPU. What conclusion can we draw? It seems that the goal and task of the renovation program carried out by the Moscow Committee for Architecture and Construction and "summaries" is not to improve the life of Muscovites, not to create a comfortable urban environment, but to improve their lives at the expense of budget funds.
Already now, the mayor of Moscow, Sergei Semenovich Sobyanin, is announcing that a critical situation is emerging for the next year with a lack of budget funds. Now there is an optimization of all directions, incl. and medicine. Particularly acute is the issue of adopting the budget for the next year, in which all unnecessary structures must be optimized and further scattering of money is impossible.
I would like to remind you that 2 billion rubles are allocated annually for the operation of the Renovation Fund, while there is another structure that performs similar functions - the state-owned enterprise UGS (Civil Construction Department).
At the same time, we understand that the urban planning complex of the city of Moscow is overloaded with various structures that are ruining. At the moment, the time has come for an administrative reform to optimize costs. It is necessary to combine all three subordinate institutes into one, selecting there specialized highly qualified specialists, return the functions of the DGP to the Moskomarkhitektura and carry out reforms in order to optimize the administrative apparatus.
It is necessary to abolish and optimize the Department of Urban Development Policy, the Moscow Committee for Architecture and the subordinate institutions. This must be done now, for the benefit of Muscovites and for the development of the city.
