The Accounts Chamber revealed the non-fulfillment of 40% of the indicators of the national project "Health"

The Russian Ministry of Health was unable to achieve the fulfillment of six of the 15 indicators of the national project Health in 2019, including a decrease in mortality of the working-age population and mortality from diseases of the circulatory system, the Accounts Chamber of the Russian Federation indicates.

Financing of the national project was 86 billion rubles.

The conclusion published by the Accounting Chamber notes that according to the plan, it was required to achieve a decrease in the mortality rate of the working-age population to 437 per 100 thousand. This figure was actually 482.8 per 100 thousand. In addition, instead of the planned reduction in mortality from diseases of the circulatory system to 545 per 100 thousand, the figure was 583.1 per 100 thousand of the population.

It was expected to reduce hospital mortality from myocardial infarction to 11.7%, but the figure was 12.4%. According to the plan, the hospital mortality rate from acute cerebrovascular accident should have decreased to 17.6%, but it turned out to be at the level of 18.6%. The reduction in mortality from neoplasms, including malignant tumors, according to the plan was 199.5 per 100 thousand, but in fact it turned out to be 203 per 100 thousand.

They did not reach the planned increase in the proportion of neoplasms detected in the early stages - according to the plan, the indicator should have been at the level of 57.9%, but in fact it was 57.4%.

We remind that 89 billion rubles were allocated to achieve the goals of the national project last year, cash execution amounted to 86 billion rubles.

Note that according to the Accounts Chamber, the Ministry of Health, Rospotrebnadzor, and the Federal Medical and Biological Agency (FMBA) have exceeded the income indicators. The excess of the Ministry of Health was the highest - 185.7%. None of the departments were able to fully meet the costs.

Let us recall that in 2019, the Accounts Chamber pointed to the failure to comply with the decree of Russian President Vladimir Putin in terms of increasing salaries for medical workers. Whereas Veronika Skvortsova, who was then the Minister of Health, assured that “there is no need to talk about the disruption of the program”, the joint venture revealed the most non-increase in salaries for medical workers in 50 out of 85 regions.
