In the early 1990s, this government planned to resign to the legally elected government of Belarus, just as the governments in exile of the Baltic countries did. But after the election of President of Belarus Alexander Lukashenko in 1994, who is still heading the country, they decided to postpone this. Now the first Belarusian government in exile since 1997 is headed by an 84-year-old resident of Canada, philologist Ivonka Survilla. She also announced her support for the protests taking place in Belarus.

Anna Krasulina, press secretary of Svetlana Tikhanovskaya, explained that the matter concerns the further formation of the team of the leader of the Belarusian opposition. “This is the answer to the question: Svetlana Tikhanovskaya is one person? Or does she have a team? And if there is a team, then who is it?” Anna Krasulina noted. It is assumed that the new "shadow government" will be replenished primarily by members of the Coordination Council of the Belarusian opposition, previously formed to ensure the transit of power. The official authorities of Belarus previously recognized the creation of such a council as illegal, a criminal case was opened on the seizure of power, according to which several members of the presidium of the organization were arrested.
