The FNPR indicates that the parameter of the period of expected payment of the pension was removed from the pension insurance system, but the funded component, which is part of this system, was left.
According to the legislation, with an average life expectancy of 72 years for the compulsory pension insurance system, the actual period can be 12 and 15 years for men and women, respectively, indicate in the FNPR. At the same time, in 2015 for the funded component, the indicator was set at the level of 228 months - that is, 19 years, while an annual increase in the period is provided, as a result, by next year this indicator will reach 22 years, the authors of the appeal specify.
The FNPR emphasize that this situation "discredits the very idea of a funded pension, as it reduces the amount of pension coverage for the insured".
The trade unions have proposed to abandon the increase in the expected pay period and withdraw the funded component from the state pension insurance system.
Let us recall that the government submitted to the State Duma a bill to increase the expected period for the payment of a funded pension - the so-called survival period, that is, the time during which a person receives a pension - for the next year, it is assumed that this period will increase by six months, from 258 to 264 months.
According to the methodology by which the calculation is carried out, the expected period of payment of the funded pension when it is assigned to insured persons - men over 60 and women over 55 - by 2021 will be 264 months.
Earlier, the Ministry of Labor explained that in order to gradually bring the expected period of payment of the funded pension established by the law annually to close to the real values of the life expectancy of future pension recipients, the increase took place annually by six months.
Earlier, the Public Chamber of the Russian Federation and "Fair Russia" proposed to increase payments to pensioners and provide additional assistance in the amount of 15 thousand rubles. Thus, the authors of the idea proposed to compensate for the losses of elderly Russians in connection with the pandemic.
It should be noted that in the Pension Fund itself, the Accounting Chamber revealed numerous violations, including the transfer of pensions to those who are no longer alive, underpayment, an incomprehensible situation with regional allowances.
The Ministry of Labor will increase pensions in 2021 by only 6.3%, the average size of pensions for non-working people after the increase will be 17,432 rubles.
