Bloggers on social networks are sure that such orders to the governor of Nizhny Novgorod come from some high-ranking security official.

As you know, the memorial of the Nizhny Novgorod journalist Irina Slavina, who committed suicide due to the ugly pressure on her by the security forces, held out for just over a week and was destroyed despite the promises of the local governor. However, the residents of Nizhny Novgorod did not give up so easily, and restored everything as it was. Activist Gera Knyazev just wrote on his blog after returning from the scene:

“I caught communal workers throwing bags of flowers into the back of a truck. I had to run after them and make everything get back. Then we took all the bags apart and laid them out. From which office these guardians of purity did not say, lowered their eyes, apologized, and quickly left.

From reliable sources it became known that Gleb Nikitin (Governor of the Nizhny Novgorod region) was able to persuade one important general not to touch the memorial for only nine days. Then, allegedly, he personally asked for another day of reprieve.

Generals rule the country. Governors are on assignments..."
