The Nizhny Novgorod shooter was preparing a mass murder already in 2019

She did not start a case against him, according to the website of the regional investigative committee, and now she herself has become a figurant in a criminal case on abuse of office.

According to the version of the investigators, last year the juvenile affairs inspector made “an illegal and unjustified decision to refuse to initiate a criminal case,” although the materials of the check contained sufficient data that indicated that Monakhov was preparing a mass murder. She, however, referred to the absence of the event of "any crime".

School teachers saw "negative content" on Monakhov's social network page, indicating his "commitment to destructive actions".

Earlier, we will remind, the regional court arrested a doctor who issued Monakhov a weapon permit. The doctor was detained on suspicion of negligence, resulting in the death of two or more persons. The medic disagreed with the accusation.

On October 12, Monakhov shot and killed three people in the village of Bolsheorlovskaya, Nizhny Novgorod Region, after an argument with his grandmother. First, he shot at his grandmother, then he shot a neighbor, and then went to the bus stop, where he continued shooting.

Later, the body of the shooter was found in the forest near the village.
