Let us recall that the changes are envisaged in the compulsory medical insurance system of a separate, federal level - the Federal Fund for Compulsory Medical Insurance (FFCMI / FFOMS). In addition, it is proposed to reduce the limits of the standard size of funds provided by the territorial CHI fund - from the current 1-2% to 0.5-1%.
Analysts of the Accounts Chamber emphasized that the draft law does not justify such a decrease. Experts saw in this decision “the risks of deviating from insurance principles in the CHI system and its financial stability, as well as the risks of improper performance by insurance companies of their powers in the CHI field, including monitoring the quality of medical care and protecting the rights of insured persons”.
In addition, the joint venture pointed out that the Ministry of Health did not provide data on the source of costs for the formation and maintenance of the federal register of experts on the quality of medical care.
Earlier, large insurers appealed to Prime Minister Mikhail Mishustin with a request to stop this change in the compulsory medical insurance system as well. Let us recall that if the amendments are adopted, only regional medical institutions will remain in the jurisdiction of medical insurance organizations; the Federal Medical Insurance Fund will send them to federal medical institutions.
Note that more than 80% of physicians are dissatisfied with the existing compulsory medical insurance system.
