The interlocutor of the publication in the White House indicated that simultaneously with the extension of the term of accruals, the authorities will change the administration mechanism.
That is, if now the funds come from the federal treasury to the budget of the Federal Fund for Compulsory Medical Insurance (FFOMS), and from there to the constituent entities of the Russian Federation, then after the changes in the payment mechanism to doctors will be carried out directly by one of the extra-budgetary funds under the joint leadership of the Ministry of Health and the Ministry of Labor. We are talking about the Pension Fund, FFOMS or the Social Insurance Fund (FSS).
According to the source of the publication, this "will allow in the future to avoid problems with determining the amount of additional payments due to uncoordinated actions of the center and the regions."
Recall that the Ministry of Health has decided to change its opinion regarding the calculation of "coronavirus" payments to doctors by "working hours". Initially, the department called such a practice, which began in some regions, incorrect, but now it itself is inclined towards it.
Last month, the Accounts Chamber, together with the control and accounting bodies, was going to check the use of federal budget funds allocated for these additional payments. In early September alone, another 22 billion rubles were allocated] for these purposes.
Recall that according to a survey conducted in June, every third physician did not receive the promised payments for working with COVID-19 patients. More than 1,500 doctors participated in the study, among whom 71% stated that they directly treated patients with coronavirus. Among them, only 11% say that they have received the due payments in full. Another 19% noted that they began to receive money only after a devastating meeting with Russian President Vladimir Putin on May 15.
