Presidential Council rejected the project of all-Russian renovation

The Presidential Council on Codification and Improvement of Civil Legislation criticized the draft law on the integrated development of territories and targeted programs for the demolition and reconstruction of housing.

According to Kommersant, the experts called the main drawback of the draft law "compulsory restriction and deprivation of property rights, the inviolability of which is guaranteed by the Constitution".

In the opinion of representatives of the expert council, the proposed project cannot be supported, also because it "does not adequately ensure the property and housing rights of citizens and in many aspects does not allow improving their living conditions".

According to the council, Pavel Krasheninnikov, chairman of the State Duma committee on state construction and legislation, during the discussion of the project, numerous remarks were revealed - both conceptual and legal-technical. As a result, experts refused to support the bill.

The document on the "all-Russian renovation" was submitted to the State Duma in September this year. Its authors were senators Nikolai Zhuravlyov, Oleg Melnichenko, Andrey Shevchenko and the head of the parliamentary committee for transport and construction Yevgeny Moskvichyov.

The bill included provisions giving local authorities the right to prepare targeted programs for the reconstruction and demolition of any apartment buildings and entire neighborhoods. For the sake of "renewing the living environment", buildings that were not classified as dilapidated, emergency and subject to demolition could fall under demolition.

Immediately after the introduction of the document , the State Duma Committee on Housing Policy and Housing and Communal Services criticized the document.

Experts suggested that the adoption of the law in the proposed form could create a lot of reasons for abuses and violations of the rights of citizens, who owns housing in good-quality houses that fall under the renovation approved by officials.
