Since the early 1990s, manufacturers have been trying to circumvent these restrictions, says the terms of reference of the State Duma study "Improving the legislative regulation of the circulation of civilian weapons and ammunition for them".
"In order to circumvent the statutory restriction, gunsmiths in the production of civilian smooth-bore weapons began to use the oval-screw barrel drilling technology developed by Charles Lancaster - "Lancaster drill". This provides a higher bullet speed and significantly increases the accuracy and accuracy of fire, which made it possible to bring the characteristics of civilian "conditionally smooth-bore" weapons close to civilian rifled weapons”, - the document says.
The five-year experience of owning civilian smooth-bore weapons has turned into a legal fiction, the document states, although officially the legislation of the Russian Federation establishes a ban on the circulation of civilian smooth-bore firearms manufactured for cartridges for firearms with a rifled barrel.
By the end of 2020, a study will be conducted at Moscow State University, the purpose of which will be to analyze and develop proposals for improving the legislative regulation of the circulation of civilian weapons and cartridges for them. The study itself will cost the budget 1.05 million rubles.
The State Duma indicated that it is possible to introduce new restrictions on the possession of smooth-bore weapons. Note that according to the official data of the Russian Guard, in Russia in the hands of citizens are 4.4 million units of such weapons.
