This statement was made by Mishustin, opening a meeting with the deputy prime ministers, TASS specifies. The Prime Minister recalled that earlier the Cabinet had discussed the need to optimize the management system, but the timing of the administrative reform has been postponed all the time.
"It is no longer possible to postpone the reform, it is important to quickly and efficiently adjust the public administration system, as the president ordered. Therefore, I propose to start optimizing the control system from January 1 and not to stretch it, but to carry it out three months before April 1", - Mishustin announced.
At the same time, he urged to leave "not a huge, but rationally formed staff of competent specialists" and determine the sphere of responsibility of each executive authority.
Currently, about 20% of positions in ministries and departments remain vacant, Mishustin noted. According to him, the Cabinet analyzed the work of all federal executive bodies and structures subordinate to them, and then prepared decisions on optimization. For this, a special working group will be created to deal with issues related to the reform.
The prime minister noted that all ministries and departments, as well as their territorial bodies, must be brought into line with the recommended standard. The reduction, Mishustin specified, will be carried out mainly at the expense of vacancies. But all financial resources, including material incentives, available before optimization, will be preserved.
The head of the Cabinet said that these measures will improve the efficiency of the executive branch.
Let's remind that earlier the Ministry of Finance offered to save on the salaries of officials. The ministry said that in 2021, the indexation of their salaries should be abandoned.
"Refusal in 2021 from indexation of wages (with the exception of salaries for military personnel) and optimization of the schedule for the reform of the pay of federal civil servants in 2021 and 2022", - said in the message of the department.
