Deputy Prime Minister of the Russian Federation Viktoria Abramchenko held the first meeting of the working group on the organization of work to eliminate the accumulated harm to the environment, formed in the course of the activities of OAO BCBK (JSC BPPM; Baikal pulp and paper plant).

The meeting, which was held in the format of a video conference, was attended by the Governor of the Irkutsk Region Igor Kobzev.

According to the Deputy Prime Minister, the work will follow the same rules as the elimination of the accumulated harm at the Usolye-Sibirskoye industrial site. The relevant departments, together with Rosatom State Corporation, should prepare a plan of priority measures that will prevent the main risks of deteriorating the environmental situation at the site. These works will be carried out in parallel with the preparation of design estimates.

"We have to seriously prepare for the spring, prevent an increase in oversludge waters, and prevent the discharge of untreated wastewater into Baikal. Irkutsk region, Rosvodresursy and Rosatom are engaged in mudflow protection", - said Victoria Abramchenko.

The Governor of the Irkutsk Region Igor Kobzev said that the development of design documentation for engineering protection against the negative impact of mudflows in the Slyudyansky District has begun. For these purposes 136 million rubles have been allocated from the budget of the Irkutsk region. The contractor has been identified. It should complete work in 2021.

"The contractor must develop design documentation for the reconstruction of ten mudflow protection structures. Four of them will be located in the city of Baikalsk on the rivers Bolshaya Osinovka, Malaya Osinovka, Solzan, Kharlakhta and at the Solzanskiy waste landfill of the BPPM, two in the city of Slyudyanka on the rivers Slyudyanka and Pokhabikha, three more in the village of Utulik on the rivers Utulik, Bolshaya Kurkavochnaya and Nameless. The total length of mudflow protection facilities will be about 23 kilometers. The contractor and the design organization from the Federal Ecological Operator are working together to prepare engineering surveys, design documentation and develop joint technical solutions", - said Igor Kobzev.

Measures aimed at eliminating the accumulated environmental harm to the environment as a result of the activities of JSC BPPM are held within the framework of the national project "Ecology". According to Victoria Abramchenko, the elimination of abandoned industrial sites that have a negative impact on the environment is one of the key tasks of the national project for the implementation of the national development goals of the country set by the President until 2030. In 2020, the government will allocate 826 million rubles for measures to eliminate the accumulated harm at the industrial site of BPPM.

As the Deputy Prime Minister noted, work at the site requires close attention, therefore the Government has already adopted orders to transfer control over the liquidation from the Irkutsk region to the Ministry of Natural Resources, as well as to change the sole contractor.

Victoria Abramchenko instructed Roshydromet, together with departments, to ensure regular monitoring of the environmental situation in the city of Baikalsk and at the industrial site.

In addition, during the meeting, a separate set of questions related to the modernization of the CHP, which is located on the territory of the industrial site. On behalf of the Deputy Prime Minister, the government of the Irkutsk Region should study the issue of using alternative types of fuel to coal on the Baikal territory. According to the Deputy Prime Minister, the communal infrastructure in this area should be environmentally friendly. Then Baikalsk will be able to become a city of attraction for ecological tourism.

Andrey Lebedev, director of the direction for the implementation of state and sectoral programs in the field of ecology of the state corporation "Rosatom", reported on the results of the inspection of the site of JSC "BPPM" and the proposed technical solutions for the implementation of priority measures to eliminate the accumulated environmental damage. Based on the results of a survey of the site, 45 objects were identified containing production and consumption waste. The greatest danger to the ecology of Lake Baikal is represented by waste storage cards filled with sludge-lignin, ash and slag, as well as municipal waste. Industrial wastewater treatment plants, which are an abandoned system of reinforced concrete tanks and networks, buildings and structures, also cause significant harm to the environment. According to preliminary data, the volume of alkali-containing liquid on the site can be up to 238 thousand cubic meters. m.

The Baikalsk Pulp and Paper Mill (BPPM) was commissioned in 1966, It ceased production in 2013. Now only socially significant objects function at the plant. The technology of cellulose production at JSC "BPPM" was characterized by a large amount of sludge-lignin waste, the volume of which exceeded the volume of production. In addition, the combined heat and power plant generated a significant amount of ash, which was also added to the cards.

The Government of the Russian Federation has established an interdepartmental working group that will be responsible for organizing work to eliminate the accumulated harm to the environment formed in the course of the work of JSC BPPM in the Irkutsk region under the leadership of Deputy Prime Minister Victoria Abramchenko. The interdepartmental group included the special representative of the President of the Russian Federation for environmental protection, ecology and transport Sergey Ivanov, the governor of the Irkutsk region Igor Kobzev, the chairman of the State Duma Committee on natural resources, property and land relations Nikolai Nikolaev, as well as representatives of the leadership of the Ministry of Natural Resources of Russia, Rosprirodnadzor , Ministry of Emergency Situations, Ministry of Economic Development, Ministry of Finance, Rospotrebnadzor, Rosreestr, state corporation "Rosatom", Russian Academy of Sciences and others.
