He is charged with three criminal articles - participation in a criminal community, committing a crime with the use of his official position, as well as banditry and terrorist attack, according to the message of the Investigative Committee.

During the investigation of the criminal case, it turned out that Isayev was familiar with one of the suicide bombers who organized the attack. In addition, he personally drove her to the bus station in Kizlyar, from where she went to the capital to commit a terrorist attack. At that moment she was carrying explosives. Isayev himself was a member of the "Caucasus Emirate" group, which was banned in Russia. He leaked to this group information about all the investigations that were carried out in his department, and also "repeatedly personally gave a lift to the heads of divisions of this criminal community".

We remind that during the explosions at the metro stations "Lubyanka" and "Park Kultury" on March 29, 2010, 39 people were killed, more than a hundred passengers were injured. Magomedali Vagabov's group, which he organized in February of the same year, was suspected of organizing the terrorist attack in order to commit a number of terrorist acts in the central part of Russia. In addition to him, six more residents of Dagestan were members of the group . The last member of this criminal community, Magomed Nurov, was detained in 2019.
