As the general director of the state company Vitaly Mutko told RBC, the pilot of subsidized mortgage in the segment of individual housing construction (IHS) is expected to be launched in December this year. It should last at least until July 1, 2021. Borrowers under 35 years old who have children under 19 years old can use this program. The rate will be the same as under the government mortgage program with state support for the purchase of an apartment in new buildings, that is, 6.5%. The limit on the price of a house in Moscow, the Moscow region, St. Petersburg and the Leningrad region will be 12 million rubles, in other regions - 6 million rubles. The loan term must not exceed 20 years. In this case, the presence of a first installment is also assumed - at least 20%.
"Today, almost half of all housing commissioning falls on individual housing construction. However, banks, due to low liquidity, are reluctant to issue loans to citizens for the construction and purchase of private houses. The share of transactions with mortgages is minimal here - up to 5%", - Mutko said.
He noted that the mortgage rate for buying a house is higher than for buying an apartment by 2-3 percentage points.
A mortgage loan can be taken for the purchase of a house in the primary market.
In the meantime, the head of the Central Bank Elvira Nabiullina proposed to “timely complete” the state program of preferential mortgages at 6.5% in order to prevent a bubble in the housing market.
According to the Central Bank, the level of debt load of Russians has grown significantly recently. This year, residents of the country owe banks a record 21 trillion rubles. In a number of regions, the volume of arrears is growing.
