This is confirmed, among other things, by a survey by the Research Institute of Hygiene and Health Protection of Children and Adolescents, in which nearly 30,000 schoolchildren from all over Russia took part. About this told the assistant to the deputy of the State Duma, lawyer Yelena Chekan.
“…In connection with the intensive introduction of the digital educational environment and the transfer of students to distance learning, the wave of indignation of the parental community has increased.
People submit complaints against DSP to the State Duma, the presidential commissioner for the rights of the child, regional commissioners, to public organizations such as Parent Otpor of the Russian Federation.
As an assistant to a State Duma deputy, I can say that complaints come from Moscow, the Moscow region, Altai, Perm Krai, Astrakhan region, Chelyabinsk, Kaliningrad, Tyumen regions, etc.
Tens of thousands of parents' signatures have been collected against the introduction of a digital educational environment and distance learning in their region.
In most regions of Russia, pickets are being held on the topic of preventing a massive transition to distance education.
Parents' appeals do not go unnoticed.
Over the past three years, the experts and I have managed to collect a substantiated, scientific and evidence base for the harmful effects of electromagnetic radiation from electronic teaching aids that are harmful to the health of children, adolescents and all participants in the educational process.
Scientific and practical conferences, meetings, round tables were held in departmental institutions, the State Duma, the Public Chamber, in the Federation Council, under the Presidential Commissioner for the Rights of the Child, where Russian and foreign specialized specialists - scientists, teachers, doctors spoke out that when digital devices are introduced into the educational process, students may experience serious health problems.
The experts' reports said that all digital technologies are sources of an electromagnetic field in the hands of children, there are risks and danger of the formation of cancerous tumors.
The reproductive system will suffer, vision and hearing, the cardiovascular system will deteriorate, cognitive dysfunctions will follow, the risks of digital dementia will occur, the nervous system will suffer, as the most vulnerable part of a developing child's body.
Chronic depression, suicidal thoughts, and more will occur.
In the response letter of the chief freelance children's specialist in medical care in educational organizations of the Ministry of Health, Professor Zhanetta Yurievna Gorelova, it is directly stated that SANPINs on the use of electronic devices have not been developed at present, and new educational digital technologies and their impact on children's health are not tested and not studied.
Also, the Ministry of Health shares the concern about the intensive introduction of digital technologies from the school period in Russian educational institutions in the absence of proper monitoring of the safety of children's health with an intensive transition to information education.
And if earlier we talked about any possible risks and dangers to the health of children, then today, after distance learning, the Research Institute of Hygiene and Health Protection of Children and Adolescents, in response to our deputy request, provided us with facts of harm to the health of children when using electronic equipment.
The Research Institute of Hygiene conducted an anonymous survey, in which 29,779 schoolchildren from grades 5 to 11 took part; 70% of the respondents live in cities, and 30% in rural areas.
79 regions of Russia took part in the survey.
30, 7% of the respondents showed signs of computer visual syndrome.
4, 2% have carpal tunnel syndrome.
Headphones are an integral part of online learning.
The most accessible for teenagers are plug-in in-ear models. According to experts, the use of such headphones increases the risk of developing hearing and nervous system disorders. Headphones use 72.5%.
In 83, 8% of students, unsuccessful mental reactions of the borderline level were noted.
The prevalence of depressive manifestations was 42.2%.
Asthenic conditions - that is, impotence, increased fatigue, exhaustion. Inability to concentrate is observed in 41.6% of schoolchildren.
Headache syndrome is observed in 26.8% of children.
Sleep disorders - in 55, 8%.
According to clause 1.4 of the Order of the Ministry of Education of Russia No. 649 "On Approval of the Target Model of the Digital Educational Environment", the implementation of the target DSP model is carried out as part of an experiment on the implementation of the federal information service DSP platform.
Based on the expert opinions of specialists, the implementation of DSP using digital devices, including distance learning, should be considered as a dangerous experiment on the mental and physical health of not only children, but also all participants in the educational process.
Participation in the experiment of minors, especially children, without informing and voluntary consent of legal representatives - that is, parents - is prohibited.
This is directly stated in Article 21 of the Constitution of the Russian Federation, in paragraph 1 of Article 20 of Federal Law 323 "On the basics of protecting the health of citizens in the Russian Federation."
The implementation of the (aforementioned) Order 649 does not provide that the person involved in the experiment has the freedom of choice - to provide such consent, or refuse to participate in such a dangerous experiment.
It is required that a potential participant in the experiment - and in the case of underage children, this is a legal representative - must have sufficient knowledge to understand the essence of the experiment and make an informed decision whether to agree to become a participant in the experiment or refuse.
To provide consent, the subject must be informed about all possible risks and about all possible consequences for physical and mental health that may arise from participation in the experiment.
No results are provided, scientifically based and proven that digital devices used in the educational process in electronic and distance learning do NOT harm the health of students who unwittingly become participants in the experiment.
A preventive medical examination is not provided - due to the unproven safety of these technologies for the life and health of children - at the beginning of the experiment using the digital educational environment and distance technologies, and at the end of the school year.
Nor is there any insurance coverage for underage participants in the experiment conducted in accordance with Order 649 of the Ministry of Education of the Russian Federation in the event of deterioration in health and educational results.
Moreover, when using digital devices and switching to distance learning, the leadership of the educational organization is silent and does not warn parents about a direct threat to the health and life of students.
By the way, the concealment of information about circumstances posing a danger to the health and life of people falls under Article 237 of the Criminal Code of the Russian Federation.
So far, the Ministry of Education has not adopted a single federal state educational standard and not a single requirement for the conditions for the implementation of the educational process using electronic and distance learning, as well as for its results.
Since the experiment on the implementation of DSP is not a component approved by the Federal State Educational Standard, it does not guarantee any result".
