In the draft of a new administrative regulation on the conduct of exams for the right to drive a vehicle, the Ministry of Internal Affairs prescribed admission from the age of 16.

The document notes that if "the applicant is a person between the ages of 16 and 18", then the written consent of one of the legal representatives of the minor must be provided to "pass the exam and issue a Russian national driver's license".

Let us recall that today you can take the exam at the age of 17, and start driving a car - only at the age of 18. Although the Ministry of Internal Affairs had previously suggested allowing people to start driving at the age of 17, because within a year after a successful exam, a young driver may lose driving skills and forget the rules.

The new regulations also spell out six grounds prohibiting admission to the exam. These include non-compliance of the candidate with the requirements, deprivation of his rights, errors in the preparation of documents, forged or stolen documents, non-payment of state fees, as well as the lack of a license from a driving school.

In addition, users of electric scooters will have to obtain a driver's license.

It should be noted that adolescents under the age of 14 are planning to prohibit access to the roadway on electric scooters. It will be possible to move on public roads on scooters only if the vehicle has a flashlight, reflectors and brakes. They want to include a ban on drunk driving in the new rules.
