Russian President Vladimir Putin, by his decree, designated the substances that are allowed to be used in the creation of chemical weapons and for which export control has been established.

The decree was published on December 7 on the portal of legal information. According to the document, the list of chemicals, equipment and technologies that can be used in the creation of chemical weapons and that come under export control, approved in 2001, has undergone changes.

A list of chemicals, including organophosphates, is published in the appendix to the decree.

The document says that it was signed in order to protect national interests, as well as to ensure the fulfillment of Russia's international obligations arising from the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction of January 13, 1993 and UN Security Council Resolution No. 1540 dated April 29, 2004. The decree will enter into force three months after its official publication.

Recall that over fifty countries participating in the Convention called on Russia to investigate the poisoning of opposition leader Alexey Navalny. According to representatives of these states, the use of Novichok poison, similar to that used in the poisoning of former GRU officer Sergey Skripal and his daughter Yulia in Salisbury in 2018, indicates the fact of the use of chemical weapons prohibited by the Convention.

Let us recall that on October 12, the European Union extended the sanctions for the use of chemical weapons for a year.
