In the new list of resources that promote and benefit from piracy, the European Commission for the first time indicated the Telegram messenger and the VKontakte social network. The list has no legal force.

The list is formed based on the reports of rights holders. According to their statements, Telegram users, who also use public channels, "exchange illegal content, in particular music, books, news publications, films and TV programs". In addition, users share with each other links to other sites that host pirated content, as indicated in the document.

As for the social network VKontakte, it is included in this list because of repeated complaints from copyright holders, the European Commission emphasizes. For those who use VKontakte, unauthorized access to books, films and TV shows is open, including through built-in players.

Both resources objected to their inclusion in such a list. Telegram representatives told the European Commission that they “do not tolerate any malicious content on their platform” and remove it within 24 hours. VKontakte also noted that it is fighting illegal content. For example, representatives of VKontakte emphasized that the copyright holder can complain about copyright infringement through the electronic form. The social network added that its employees have already processed over 1.26 million such complaints, and most of them led to the removal of controversial content.

"We are surprised by the inclusion of VKontakte in this list, since for many years we have been actively interacting with copyright holders in various areas", - RIA Novosti quotes the words of representatives of VKontakte.

Let us recall that yesterday the Moscow City Court ordered Google to block the Music Downloader mobile application on Google Play. This is the first Russian law to block a pirated application.
