From January 1, 2021, utilities can demand the return of all accumulated debts during the period of the moratorium imposed on the collection of fines and penalties for non-payment of utilities introduced due to the pandemic.

NP "ZhKKh Kontrol" (Housing and Utilities Control organization) drew attention to the fact that clear rules for lifting this moratorium were not spelled out in regulatory legal acts. It is now unclear on what kind of debt the fines and penalties will be charged - for the one that appeared on April 6 or only from the beginning of 2021.

Izvestia reports that fearing huge bills that citizens might receive, NP Housing and Utilities Control asked the head of the Ministry of Construction, Irek Fayzullin, to charge interest only on those debts that were formed after the restrictions were lifted.

- We support this initiative. Indeed, it is worthwhile to understand and clarify this issue, - said the publication of the first deputy head of the State Duma committee on housing policy and housing and communal services Sergei Pakhomov.

In addition, the experts of Housing and Utilities Control intend to clarify issues related to the moratorium on the verification of meters - it is valid until January 1, 2021. If the verification period has passed, three months bills for utilities are issued according to averaged indicators, and then using a multiplying coefficient. The head of Housing and Utilities Control Svetlana Razorotneva suggested counting this three-month period from the beginning of 2021.

Earlier, the head of the People's Control Organization Natalya Chernysheva called the termination of the moratorium on fines and shutdown of housing and communal services services "a new misfortune." She is confident that due to the accumulated debts, many families will face a very difficult situation.

"Potential fines are not yet the greatest evil. Turning off the light, heating, water in the cold winter period is much worse", - the expert stated.

Let us recall that in September this year, housing and communal services have risen in price for residents of 43 Russian regions. The leaders of expenditures were the Republic of Komi, Chukotka and Magadan region. This year, since July 1, housing and communal services tariffs have increased in Russia, and in August, residents of apartments in new buildings were predicted an additional increase in heating tariffs.
