“The authorities are preparing for an exacerbation of the social and political crisis and street protests. The Kremlin is seriously concerned about popular protests in Shies, Kushtau and Khabarovsk, not to mention Belarus, Armenia and Kyrgyzstan.
The oligarchic regime is tightening the screws and adopting new repressive laws that violate the constitutional rights of Russians.
While you and I were rejoicing at the intermediate victory in the fight against the destruction of education and the introduction of distance learning (United Russia was forced to withdraw the bill for revision), United Russia quietly pushed through a bill expanding the powers and impunity of the police.
Hiding behind abstract formulations about "ensuring public order" and "the need for immediate suppression of a crime or an administrative offense", the authorities legalize the police and the arbitrariness of the security forces.
The police will be allowed not to introduce themselves, not to show their ID and badge; simplify the use of firearms; will expand cases of penetration into cars and dwellings without the knowledge of citizens.
The presumption of innocence of a policeman is introduced in plain text: you cannot be held accountable for illegal actions committed by a policeman in the course of his official duties!
If you, an unarmed citizen, were beaten with truncheons at a peaceful rally, your arms and legs were broken, and you were wounded by a bullet, then the system is on the side of the police, as he "ensured law and order".
Now the police officer has the right to shoot if the detainee approaches, shortening the distance named to him, or touches his firearm.
The amendments propose to expand the list of circumstances: when a detained person tries to "commit other actions that give reason to regard them as a threat of attack on a police officer".
It is proposed to allow the policeman not to name his position, rank, surname, not to show his ID and not to inform the reason and purpose of the appeal.
This can be done after the suppression of the crime, if the life of the policeman or other citizens is in danger, as well as "if it is necessary to suppress a crime or an administrative offense or prosecution of the perpetrators".
Now one of the grounds for entering a dwelling may be "the detention of persons suspected of committing a crime".
Now the possibility of police officers entering residential and other premises, land plots and territories is being introduced to detain persons caught at the scene of a crime or hiding from it, as well as persons whom victims or eyewitnesses point to as having committed a crime.
The bill gives the police the right to cordon off territories, living quarters, buildings and other objects.
Within the boundaries of the cordon, it will be possible to inspect citizens, their belongings, vehicles and cargo. If a citizen refuses, the police have the right not to let him in or let him out.
Venues for public and public events, according to the project, are allowed to be temporarily fenced off and “marked with available means, including visual ones”, - wrote Vladislav Zhukovsky.
