From January 2021, Russian schoolchildren will study under the new Rospotrebnadzor rules.

Education in two shifts, a ban on the use of mobile phones in schools, a new procedure for admission to grade 1, special requirements for electronic teaching aids - all of this has already become the subject of discussion on social networks.

Temperature measurements, hand sanitizers, cancellation of public events - all these sanitary measures will remain in schools for at least another year. By the decree of the chief state sanitary doctor of the Russian Federation, the requirements for the operation of schools and other children's organizations in the context of a pandemic were extended until 2022.

Separate classes, social distance and two shifts

The Rospotrebnadzor prescription has its own "pluses": each class will be assigned a separate study room, in which children must study in all subjects. Now teachers will come to the children’s classes, and not vice versa. Exceptions will be physical education, art, labor, technology, physics, chemistry, which require special equipment.

After illness, children will be allowed to attend schools and kindergartens only with a medical certificate. Nothing is said about absences from classes, for example, due to family reasons. As you know, before, a child could miss up to three days on a note from his parents. The rules do not say anything about the mandatory provision of the test result for coronavirus after an illness.

To maintain social distance, children will study in two shifts : 1, 5, 9-11 grades and classes for children with disabilities - in the first shift; the rest of the classes can be trained in the second shift. The number of lessons is also limited: for 1st grade - no more than 4 lessons and once a week - 5 lessons; for 2 - 4 classes, no more than 5 lessons and once a week 6 lessons, at the expense of a physical education lesson; for 5-6 grades - no more than 6 lessons; for grades 7-11 - no more than 7 lessons. There will be no more "zero" lessons. Change should be at least 10 minutes. The teachers' excuse “the bell is for the teacher” now, apparently, will no longer work. Zero lessons are prohibited. Classes of the second shift must end no later than 7 pm. The new rules place a special emphasis on the fact that specialized education in grades 10-11 should not lead to an increase in the workload.

The possible transfer to "two shift" did not please most of the parents.

“And if the child has circles or sections, do they study at night? We had the experience of the second shift, God forbid we repeat it! Let their children be taught according to such rules, ” Anna Ivanova is indignant.

The new rules also do not say anything about the workload of teachers during two-shift training. In this regard, teachers are at a loss.

Is “Yard School” the only choice?

Another novelty is the procedure for admission to schools. The Ministry of Education has updated it from this calendar year. From now on, enrollment in first grade will begin on April 1st and end on June 30th. If the child does not live on the "site" of the school, then the parents of future first-graders need to bring an application to the parents from July 6. Reception will be held until the filling of empty seats, but no later than September 5. All this, apparently, will further tie schools to the place of residence. To study in a “courtyard school”, and not where one wants, apparently, now almost everyone will be forced to. Private schools are likely to be the only option. This confirms another innovation. According to the new rules, now students should not get to school for too long. The school should be within walking distance - 500-800 meters from the house in the city and one kilometer in the countryside. If children walk long distances, the school should arrange transportation for them. This has already raised a lot of questions among parents.

I'm talking about those recommendations where classes should not overlap, lessons should start and end at different times, children must maintain a social distance. How will children now learn who are brought to school from all villages on the same bus? What about the fact that classes will start and end at different times in different classes? " - writes the Chairman of the parent committee.

This is in the countryside, where children can theoretically be grouped. But what about in a big city, where children live in different areas, and their delivery through traffic jams will require more than one car? Who will fund the school's transportation?

There are also ironic remarks about the discrepancy between the number of schoolchildren and the number of Russian schools.

There is no place for mobile phones in school

The new requirements specifically stipulate the use of e-learning tools. Schoolchildren will be prohibited from using mobile phones and smartphones during their studies, as they negatively affect vision. “Mobile communications have a small screen size, which entails eye strain and poor posture, so mobile phones cannot be used during the lesson instead of a computer or tablet,” the press service of the Ministry of Education explained. Rospotrebnadzor does not specify how to carry heavy laptops for schoolchildren (if they are in the family), where to store them at school.

In addition, sanitary rules establish: the minimum diagonal for a computer monitor or laptop is at least 39.6 cm, for a tablet - 26.6 cm. The use of monitors based on cathode ray tubes in educational organizations is not allowed. The total duration of using electronic teaching aids in a lesson should not exceed 35 minutes. At the same time, the new regulations of Rospotrebnadzor strangely do not take into account one circumstance: in Russia, the connection to the Internet of schools and hospitals will end in 2021.

The new rules related to the use of gadgets have already caused a lot of angry comments among parents.

Rospotrebnadzor has once again demonstrated its complete isolation from real life and incompetence in supervised issues".

Indeed, the new regulations of Rospotrebnadzor do not specify the norms and forms of using gadgets in distance learning. This, in turn, also caused a stream of outraged comments.

"We are in online learning sitting at the computer all the time. First, six lessons, and then homework again on the computer. Soon our children will go blind! Let in two shifts, but only to go to school," Tatyana Antropova complains.

Innovations in certificates and USE

The new rules also affected educational standards. So, from January 4, 2021, the order of the Ministry of Education "On Amendments to the Federal State Educational Standard of Secondary and General Education" comes into force. A foreign language is excluded from the list of compulsory subjects for the Unified State Exam in 11th grade. Russian language with mathematics remained compulsory subjects. For those who are not gifted in singing, painting or physical education, it will be easier from January 1. For academic subjects "Fine Arts", "Music" and "Physical Education" the mark "Accepted" is allowed. This is stated in the new procedure for issuing certificates of basic general and secondary education. This document was approved by the Ministry of Education, it comes into force on January 1, 2021 and is valid until January 1, 2027.

The new regulations of Rospotrebnadzor, which undertook to run schools and kindergartens, leave more questions than clarity. The question of budgetary financing of educational institutions and kindergartens in connection with the new standards also remains open. "It would be better if they weren't there," sigh many parents. Elena Trapeznikova notes: “For some reason, all reforms in our country consist only of restrictions. Where is the improvement, where is the funding?".

All that remains is to rely only on the eternal Russian reality: the severity of the laws is compensated by the optionality, and often the complete impossibility of their implementation.
