Ministry of Construction will tighten control over rental housing

The document will be submitted to the State Duma by the end of 2021, Izvestia writes. The project will include a standard lease agreement, a provision on the creation of a register of landlords, which will become available to the tax service.

The changes envisaged by the bill are aimed at increasing market transparency and protecting the rights of both landlords and tenants, according to Dom.RF.

According to the deputy head of the Ministry of Construction Nikita Stasishin, an information system for recording housing lease agreements is to be launched. The head of Dom.RF, Vitaly Mutko, in turn, said that the platform would "contribute to the formation of a civilized rental housing market in the country".

Let us remind you that rent is regulated by Chapter 35 of the Civil Code on Renting Residential Premises, as well as the Housing and Tax Codes. Income of individuals from the rental of property is taxed at a rate of 13%.

In the meantime, deals are being massively concluded in the "gray" zone, without paying taxes to the budget, but due to changes in legislation, the situation may change.
