Doctor of Economics Valentin Katasonov told about this on the Studio Rubezh YouTube channel. According to him, Russians are also gradually being increasingly surrounded by the invisible barbed wire of an electronic concentration camp, and the purchase of appropriate equipment is already underway in order to copy the Chinese experience, to which a number of our officials are very positive.
“The name of this system is heard by many of our fellow citizens, but many thought that it would remain in its pilot phase for a long time. But no: from January 1, the social rating system is already in place throughout mainland China.
It covers the entire population of China, which today is 1.4 billion people. And all this is recorded in a very serious document, which also entered into force on January 1, 2021 - this is the Civil Code of the PRC.
About half of this code, one way or another, is devoted to the social rating system.
For those who have not heard about this system, I will briefly say: the idea of social rating first began to be voiced at the beginning of the last decade, somewhere in 2011-2012.
Then I heard from a number of government and party officials in China the idea that in order to build a bright communist future, we need to introduce a social rating system, in order to somehow tighten, discipline, improve the moral, political, moral level of citizens, and we will follow the citizens. We will reward them for good deeds and punish them for all kinds of wrongdoing.
And since these ideas of educational and ideological work were superimposed on China's achievements in the digital sphere, the idea was born to create a digital rating system for citizens.
It consists of systems for collecting primary information about the citizens of the PRC, and it is legally collected by various government departments, there are several dozen of them, and all this is ultimately consolidated in the database. For each citizen of China, his own dossier is created, where information flows from these primary sources - government organizations.
But at some point, they decided that this was not enough for the social rating system, and many banking, commercial and financial organizations in the country, since citizens are very actively involved in various kinds of economic transactions. And there are a lot of non-governmental organizations that record these transactions, and through them you can understand how a person behaves correctly or incorrectly. This is the second source of information.
So the biggest companies like Alibaba are also working to create this single base that gives ratings.
And here, of course, there is a very interesting question, on the basis of what criteria a person's behavior is assessed: figuratively speaking, what is good and what is bad, as Mayakovsky wrote.
This topic is very difficult. Behind the scenes of the party and state power, there are discussions on this matter - everyone sees the ideal Chinese in their own way.
In the negative are, for example, not only some obvious criminal things, but also if you are not very disciplined in terms of fulfilling the terms of the loan agreement, and even such things as alcohol and tobacco abuse.
It turns out that in the course of a pilot project in some city, they even introduced special technologies that allow tracking the consumption of alcohol and tobacco by a person. That is, everything is very serious.
Some elements of the system record not only human behavior, but even, in a sense, his thoughts.
The third source of data acquisition is video surveillance. In terms of the number of cameras, China is ahead of the rest. According to my data, which is not quite the latest, but already somewhere half a billion cameras are hung in China.
In one document I read that by 2020 they planned to make it so that at least half of all cameras will be equipped with special devices for recognizing a person's face, literally in three seconds.
I'm not even talking about the fact that the Chinese have advanced in such a direction as a non-contact lie detector. That is, you may not even be aware that someone is testing you!
It's just that a special camera captures emotions, movements of eyes and hands, certain questions are asked, most of which already have ready-made answers - that is, they simply check a person for honesty. And then this data, of course, is also transferred to the database.
In general, it becomes creepy from what is happening.
And, finally, the fourth source of information is what comes from fellow citizens. Roughly speaking, denunciation is cultivated there.
Moreover, for every denunciation you receive a "plus".
Since January 1, 2021, every citizen of the People's Republic of China has received a start-up capital of 1,000 points. And then it already begins - either "plus" or "minus".
I think that someone has already gone into a big plus, having managed to snitch on their neighbor ten times, and someone went into a big minus - that is, less than 599 points, in my opinion, is considered. In the same place everything is in groups: "A", "B", "C", "D" - and this, in my opinion, is already the group "D". These people are generally almost outcasts.
Since 2018, at the stage of the pilot project, people have been rated. Several million people could not buy plane tickets, travel abroad, or stay in a hotel of the appropriate class.
Those who fall into group "C" cannot count on work in the public sector, and people from group "D" cannot count on any work at all, except for some very dirty work.
There is a clear stratification of Chinese society.
In the context of Klaus Schwab's "Great Reset", all this is very relevant. They would also like there to be a unified system of social ratings around the world, with unified standards, with unified measures of punishment and encouragement. But it turns out that China is already falling out of this system, and some countries are looking in its direction, thinking that this is a standard and its experience should be used.
I know that there are officials in the Russian Federation who would like to repeat the Chinese experience on Russian soil.
And not only would they like to: according to my information, equipment is already being purchased, which is necessary for the design of such a system.
It is clear that our officials are most interested in hardware, and of course, we are most interested in content. Because we, in fact, find ourselves behind the invisible barbed wire of this electronic concentration camp.
Group "D" in China is deprived of the opportunity to buy many goods, use many services, and receive loans. These, I repeat, are social outcasts, but at the same time it is said that China is building a bright communist future.
And here a legitimate question arises: where is the difference between Klaus Schwab, who represents the Western capitalist world, and Comrade Xi Jinping, who represents communist China.
But these two, at first glance, opposites, in fact, very easily can close".
