Annually, only 15% of orphans in Russia receive housing, despite the fact that they are entitled to it by law. At the end of 2020, 193,000 orphans are on the waiting list for housing in the country. In 11 regions of the country, an orphan can get a living space only if he goes to court.

As reported by Vostochnye Stories, the proportion of those orphans who nevertheless receive the housing they are entitled to has been declining since 2014 - as of October 2020, there were 194,000 who were not provided with housing. 25-28 thousand orphans a year teach apartments, but every year the waiting list is replenished by more than 10 thousand people.

The Ministry of Education indicates that more than half of orphans in Russia seek their legal housing through the courts, and in 11 constituent entities of the Russian Federation they can apply for housing only in this way.

According to the newspaper, an orphan who turned 18 in 2019 can receive housing in only five regions during the year. More than 20 years will have to wait in 12 Russian regions. Basically, we are talking about the eastern regions. At the same time, in Tuva, Astrakhan region and Udmurtia, the waiting period exceeds 40 years. In the latter, by the way, the orphan was directly told: “Rejoice if you get your pension”. Such figures were calculated on the condition that the orphan will not apply to the court, and housing will be issued in the same quantity as in 2019.

Let us remind you that orphans who have no housing, or have it, but it has been established that it is impossible to live in it, is entitled to housing. The second reason includes the following factors: if parents who have been deprived of parental rights live in this apartment, if parents or relatives who suffer from alcoholism or serious illnesses live in it, in which it is impossible to live together, if the housing is recognized as emergency or dilapidated, and if for each living in an apartment comes less square meters than it should be according to the norm of the region.

The Accounts Chamber indicated that 30.8 billion rubles were spent on providing housing for orphans - excluding Moscow. Almost 24.5 thousand people received housing for this money, that is, on average, 1.3 million rubles are needed throughout the country to provide housing for one child. In order to provide square meters for everyone in need in 2019, at least 230.7 billion rubles will be needed.

According to experts, an important reason in this situation is underfunding. 72 out of 85 constituent entities of the Russian Federation are subsidized - they receive funds from the federal treasury. It is difficult for them to provide housing for those in need.

According to Alexey Golovan, head of the “Complicity in Destiny” charity center, the state began to help the regions with subsidies only in 2007, and by that time there was already a “huge tail” of children who could not get the housing required by law.

"Now the federal subsidy is not enough to routinely provide housing for orphans who have just been included in the list, and at the same time cover the need that has accumulated. Therefore, every year the number of obligations of the regions to children is growing", - the expert explained.

It should be noted that in just nine months of 2019, 48 enterprises were under the control of the Federal Bailiff Service to provide housing to this category of citizens.

It's worth reminding that in early 2020, Arzamas officials were detained on suspicion of fraud with apartments for orphans. According to the investigation, one of the entrepreneurs found housing on the secondary market that did not meet the necessary requirements. Its price was lower than what was expected in the future contract.
