As it follows from the petition, for 5 years - from 2013 to 2018, when the Russian government suspended the indexation and salary increases for military personnel - they were not paid part of their salaries.

The cancellation of indexation was extended annually, as was the promise to subsequently return all debts. Indexation recovered in 2018, but the government did not even think to return the unpaid funds. Moreover, the years of suspension were not even taken into account, and salaries are now indexed from the minimum at which the servicemen sat for 5 years.
The officers - the authors of the Internet petition - have the impression that the top officials have, as it were, "forgotten" about Federal Law No. 306 of November 7, 2011 "On monetary allowances for servicemen and providing them with separate payments", and meanwhile he (following such spiritual as patriotism and selfless service to the motherland and people) is fundamental for the relations of citizens in uniform with their state. There is a very important norm in the law (clause 9 of article 2): “the salaries for military posts and salaries for military ranks are annually increased (indexed) taking into account the inflation rate (consumer prices) in accordance with the law on the federal budget for the next financial year and planning period".
Official inflation in the years of "suspension" looked like this: 2013 - 5.5%, 2014 - 5%, 2015 - 12.2%, 2016 - 5.8%, 2017 - 3.2%. In total, by 2018, the salaries of military personnel "lost" 35.7%.
Considerable sums appear in the conversion of interest to banknotes: for example, an ordinary contract soldier in 2017 received less than 4.6 thousand rubles a MONTH, the platoon commander - 8.5 thousand, the regiment commander - 11.2 thousand rubles. And if you take into account the additional payments calculated from the size of salaries, the lost amounts will be even greater. Plus, it's easy to multiply monthly losses by 12 months in one year. And you get an amount sufficient, say, for a good vacation at the resort!
This extremely unpleasant story, if not corrected, will have even more depressing consequences - underpayment will affect the amount of future pension.
"Understand that manipulations with the money allowance of the military is by no means harmless. We signed a contract on the same terms and received others. Loss of trust...", - said military analyst, expert of the "Union of Veterans of the Armed Forces of the Russian Federation" Alexander Gavrilin to Novye Izvestia, - The state has the right to regulate state payments at its discretion, but at the same time, internal laws and regulations, the Constitution and norms of international law should not be violated".
But with this our government has problems. I mean that the military, like all kinds of officials, are civil servants. But we do not live on the moon: officials are regularly raised and indexed salaries without any antics that the economy has fallen under the plinth, we must be patient etc. One who is bound by discipline and military duty has to endure. As much as they could, we got into the situation, waited that someday everything would be fine and the troops would be indexed according to the law. We waited until 2018 and again it turned out that the law is not for us, the deception on the part of the government continues. The president's support in this situation is very important, and we count on it. After all, how long can you keep the military on a starvation diet and provoke - I will say so - unwanted moods. Still, they see: a temple of the armed forces is being built in Victory Park - thoughts arise that the military's money went there. All these toy palaces and parades, the ranks of generals, are still visible to anyone ...: Servicemen are out of politics, but the very policy towards them is such that in order to defend their rights it is time to join the people who go out to protests because of small salaries and pensions.

A Facebook friend under the nickname Igor, who had previously befriended the “NI” correspondent out of love for the animal world, when asked how he, a “real colonel”, lives among ordinary people on his military pension, burst into such a tirade that it would be better not ask. But the judge and the prosecutor were trying to get out of their way that nothing had been violated in relation to me - I have comfortable housing - a kopeck piece of 48 sq. M., Live and do not deny yourself anything! And they were not interested in what was written in the Status about providing their own housing. For six years he knocked out the required apartment, he had to become a "clerk". This is how our government relates to the observance of the law".
Meanwhile, in Russia, the largest percentage of siloviki per capita is 9.7 riot police, Rosgvardia and police officers per 1000 people. By this indicator, we overtook Europe and the United States by 2 times, India and China - 5 times. There are also records within the country: our Rosgvardia (400,000 people) outnumbers the personnel of the ground forces of the RF Ministry of Defense. No other country has such a ratio.
In general, about a million people are under the gun. And if you also sequester the aunts with hairpieces, who have been sitting in uniform in household positions since the last century, cultural masses and wedding generals, which, in fact, is what the leadership of the Ministry of Defense intends to do this year to optimize the army budget, then there will certainly be funds to increase the monetary allowance of servicemen. Salaries, of course, will not be the same as in Europe, where an ordinary soldier receives 1.6 thousand dollars, and a lieutenant - from 2, 9 thousand, but "we are striving for this," he told Rossiyskaya Gazeta in 2018 Defense Minister Sergei Shoigu. By the end of 2018 (oh, this is a happy, long-awaited date when the indexation of salaries was restored to the servicemen and they promised to repay debts!), The number of contract soldiers in the army, according to the plans of the Ministry of Defense, was supposed to be 500,000 people. Shoigu even joked in an interview that "candidates are already trying to give bribes for the opportunity to serve under a contract." Joking apart, the increased interest in the service was associated with the high prestige of the Russian army, and the increased "material factors" - stable wages, free uniforms, food, medical care, service housing, early retirement and the right to a military mortgage.
