Small bribes in Russia are most often taken by police officers, employees of the penal system, as well as teachers, said Viktor Baldin, head of the department for overseeing the implementation of anti-corruption legislation of the Prosecutor General's Office.

In an interview with RIA Novosti, he said that such crimes are most common among police officers, whom people give bribes to in exchange for avoiding responsibility for offenses.

Teachers take bribes for students successfully passing exams. FSIN officers - for allowing them to bring prohibited items into correctional institutions, as well as for creating privileged conditions for prisoners.

In 2020, the Prosecutor General of Russia Igor Krasnov proposed abolishing the practice of imposing fines on petty corrupt officials. He believes that a more severe punishment should be assumed for such a crime, in addition, he proposed to prohibit the guilty from again claiming state and municipal offices.

Note that, according to a survey conducted by the Drom service, Russian drivers have almost stopped giving bribes to traffic police inspectors. Those who did not give bribes to the traffic police at all, or did give, but the last time "a very long time", turned out to be 84%.
