The anti-crisis program of preferential mortgages could be extended in 24 constituent entities of the Russian Federation without negative effects, said the head of the Central Bank Elvira Nabiullina.

She listed the regions-applicants for the extension of special conditions for mortgage lending: Bashkortostan, Udmurtia, Mordovia, Altai, Dagestan, Chechnya, Ingushetia, Stavropol Territory, Novosibirsk, Rostov, Chelyabinsk, Yaroslavl, Saratov, Volgograd, Tverskaya, Ulyanovskaya, Ivanovskaya, Kirov, Omsk, Pskov, Astrakhan, Tomsk, Kurgan regions.

“The level of potential supply in the primary housing market in such regions is higher than the average in Russia, which reflects a significant amount of housing available for sale against the background of insufficiently high demand, - she explained in an interview with Izvestia.

In addition, the head of the Central Bank noted that she supports the idea of allowing citizens to independently sell housing that is pledged by the bank.

"I have a positive attitude to this prospect, because in some cases, if people cannot pay off the loan, they could sell their housing more profitably", - Nabiullina believes.

At the same time, she added that such an idea should be worked out so that banks do not impose the sale of housing on debtors.

It's worth reminding that last month Nabiullina urged not to reduce mortgage rates. She clarified that a decrease in interest rates on housing loans against market trends will serve to create a bubble. The head of the Central Bank said that last year the mortgage rate was reduced due to a general decrease in rates in the market, as well as anti-crisis preferential mortgages, which has already led to an increase in housing prices.

Earlier, President Vladimir Putin instructed the government, together with the Bank of Russia, to study the possibility of lowering the interest rate on preferential mortgages for families with two or more children.

Against the backdrop of the coronavirus pandemic in Russia, a preferential mortgage program was introduced at 6.5% per annum to support the construction industry and make it easier for citizens to buy housing in new buildings.
