Crimean Minister of Culture Arina Novoselskaya was born in Sverdlovsk (now Yekaterinburg), but has been living in Crimea since 1979.

She graduated from the Simferopol Musical College and the Donetsk State Conservatory, and in 2004 she became a candidate of pedagogical sciences, defended her thesis on the theme "Aesthetic Education".

Until 2009, Arina Novoselskaya taught at music schools and a college, then she came to the civil service. From 2009 to June 2013, even under the Ukrainian authorities, she was the Deputy Minister of Culture of Crimea, then she received the qualification of a Master of Theater Arts and headed the Crimean Puppet Theater. After the fateful changes on the peninsula in 2014, Arina Novoselskaya became the head of the republican ministry of culture.

The fact that the Minister of Culture of Crimea swore at a meeting on the implementation of federal targeted programs in the region, the Interfax news agency reported, this happened in a live broadcast of the Crimean television after a malfunction of equipment at her workplace.

"Arina Vadimovna, calm down! What is going on there? Colleagues, what is this?", - the head of Crimea Sergey Aksenov reacted, immediately instructing the Deputy Prime Minister of the region Mikhail Nazarov, who also oversees the Ministry of Culture, to conduct an internal investigation. The head of the department, for her part, apologized to the meeting participants, explaining the nervous breakdown by "turning off the machine".

In the past 2020, during the first reading on the draft budget of Moscow, the speaker of the Moscow City Duma Alexey Shaposhnikov also repeatedly used obscene language.
