The ministry believes that assistance to the poor needs to be made more targeted and more effective, and the amount of payments should be increased to 75% of the subsistence minimum (SM) if the size of the average per capita family income, calculated taking into account the monthly payment in the amount of 50% of the subsistence minimum for children does not exceed the value of PM per capita. If the size of the family's average per capita income, calculated taking into account the monthly payment in the amount of 75% of the subsistence allowance for children, is not more than the subsistence minimum per capita, then the monthly payment will be 100% of the subsistence allowance.

Due to the fact that in order to receive assistance from the state, it was required to confirm that the official income of a family is below the poverty line established in the region, the recipients of support were citizens with rather high "gray" and "black" incomes. Therefore, the Ministry of Labor proposed new rules for receiving benefits.

Now the owners of several houses with living space over 40 sq. M. Can no longer be considered poor. m per person. But if a family has an apartment, a summer house, a garage, a new car and savings of up to 200 thousand rubles at the same time, it will not arouse suspicion. Those who have recently purchased a new jeep, or if the family has three cars at once, will not receive "children's" money.

The ministry also intends to limit payments to those who have no official income at all - salaries, pensions, scholarships, contractual income - and at the same time have no objective reasons not to work.
