This is exactly what is happening in Russia, it is becoming a country of the fourth world. In Soviet times, the main slogan was to catch up and overtake America, and now Venezuela or the Palestinian Authority serves as the model.
In the past in human history, rulers generally sought to prosper their citizens as this made power enduring. In pre-industrial times, 90% of the population was engaged in agriculture, simultaneously producing for their own use not only food, but also clothes, building houses, and so on. 9% of the population were engaged in handicrafts in cities. 1% of the elite lived off taxes according to simple rules: 10% of income from a taxpayer. Therefore, not an engineer who graduated from MEPhI and works for a private company that launches satellites will vote for Putin, but a beggar drunk, Uncle Vasya, who gets an extra glass of vodka. He knows that Putin is saving the country from "fascists" who are trying to bring it to its knees. And he knows that the country does not need engineers from private companies.

The regime in Russia is not at all concerned with economic growth; on the contrary, it needs the country to live in poverty, since it is not office workers and the middle class that support it, but the impoverished majority. It is precisely this that will allow him to remain in power indefinitely, like Robert Mugabe in Zimbabwe. The next ten to twenty years will show, according to Latynina's forecast, whether Russia will forever remain a fourth world country forever, or whether its past merits will prevent the country's transformation into Haiti or Zimbabwe.
