Saransk disabled person deprived of funds for reposting an appeal to Putin

In Saransk, the magistrate fined Alexander Fomin, a disabled person of the 1st group, for reposting a petition from the Change.org website addressed to Russian President Vladimir Putin for 30 thousand rubles.

According to the 7 × 7 online magazine, on November 2, 2020, Fomin published a petition on his page on the VKontakte social network calling for the provision of free medical care to those in need in Russia, which is guaranteed by Article 41 of the Constitution of the Russian Federation. The authors of the petition complained about the inaccessibility of medical care and a shortage of drugs in the midst of the coronavirus pandemic and demanded that the President and the Government of the Russian Federation intervene in the situation.

“We see a tragedy in the country when people are thrown into a life-threatening situation, when there are not enough places in hospitals and people are left on the floor or on the stairs and in the corridors of hospitals, when people wait for emergency medical care for hours and days”, - the text quotes appeals from The Insider.

Contrary to the expectations of the disabled person, instead of help from the authorities, he received only problems. The police came to the disabled person and drew up a protocol on him about an administrative offense under Part 9 of Art. 13.15 of the Administrative Code of the Russian Federation ("Distribution in the media, as well as on the Internet of deliberately unreliable socially significant information").

The siloviki considered that by reposting a petition about problems in Russian medicine the disabled person allegedly "created a threat of massive disruption of public order and public safety". To determine the punishment for a disabled person of group 1, they were summoned to court, to which he could not get, since he was being treated in a hospital. Despite the absence of the defendant, the court sentenced Fomin to a fine of 30 thousand rubles.

In fact, by such a decision, the court deprived the disabled person of his livelihood, leaving him without a pension. The amount of the monthly pension payment entitled to Fomin is 13.5 thousand rubles. Even taking into account all possible social allowances and additional payments for disability, he can count on a maximum of 24 thousand rubles a month, which are completely, without a remainder, spent on medicines and the most urgent needs. Considering the size of the fine for the repost, the court left the disabled person without a livelihood. Fomin considered this "draconian" punishment unjust and sent an appeal to the Oktyabrsky District Court. However, he has no great hope for the triumph of justice in such conditions.

“I fell under the distribution and I do not think that the decree, for all its absurdity, will be canceled”, - the disabled person complained.
