“Considering the fact that the President of Armenia did not sign the proposal on the appointment of Artak Davtyan to the post of Chief of the General Staff of the Armed Forces and did not challenge it in the Constitutional Court, the decree on the appointment of Davtyan on March 22 acquires the force of law”, - Pashinyan said.
It should be reminded that on March 18 the Administrative Court of Armenia ruled to keep Onik Gasparyan as head of the General Staff until a final decision on his case was made.
Pashinyan twice asked the president to dismiss Gasparyan, but the request was rejected twice. The Armenian parliament did not approve Davtyan's candidacy, nominated by the prime minister.
Pashinyan's office says that Gasparyan has been fired since March 10. On Thursday, Gasparyan's representative Artur Hovhannisyan argued that, according to the decision of the Administrative Court, he can fulfill his duties.
It's worth reminding that the conflict between Pashinyan and Gasparyan began after Gasparyan's first deputy, Tiran Khachatryan, criticized the words of the prime minister about the ineffectiveness of the Iskander missile launchers. In response, Pashinyan fired Khachatryan, and the General Staff protested to the Prime Minister. Then Pashinyan demanded to dismiss Gasparyan. He twice sent a petition on this matter to the president, but in both cases the president did not sign them.
