Roskomnadzor (Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications) believes that a user of social networks, registering in them, must provide the following data: series and passport number, address, phone number and the e-mail.

According to Kommersant, the department is now discussing changes in the regulation of the processing of personal data of users of social networks and instant messengers. A draft Roskomnadzor order was published on the portal of regulatory legal acts, which explains the mechanisms of operation of the unified information system (UIS) for collecting consent for the processing of publicly available personal data.

The document states that the sites will have to obtain consent from users to process data either through their platform or through the platform of the department (the choice will remain with the user). If the user chooses the second option, then the information will be verified using the State Services portal. In this case, he will have to enter his full name, passport details, residence address, telephone number and email address. This information will be verified through government services.

It is not specified, however, what kind of data the Internet site will request if the user decides to identify the information through it.

Amendments to the Law "On Personal Data" came into effect on March 1, 2021. From that moment on, the concept of "publicly available personal data" was canceled and "personal data that are permitted for distribution" was introduced. Currently, any Internet portal is obliged to ask what kind of information the user allows to publish and transfer to third parties, and for violation of this rule a fine is provided.

According to the author of the amendments, State Duma Deputy Anton Gorelkin, the initiative of Roskomnadzor is primarily aimed at social networks and instant messengers, and consent will only have to be collected from new services.
