"Skopinsky maniac" Viktor Mokhov was fined 1.2 thousand rubles for violating the rules of administrative supervision for the second time. Earlier it was noted that Mokhov did not show up to check in at the station, and also left the house more than once after ten o'clock in the evening.

Mokhov was released on March 3 after almost 17 years in prison. He was in prison for the kidnapping and rape of two minors. After his release, he remains under the administrative supervision of the police for another six years. He will not be able to travel outside the Skopinsky district of the Ryazan region, as well as attend public events and leave the house after ten o'clock in the evening. He must also report regularly to the police.

This is not the first fine that is issued to Mokhov for non-compliance with administrative restrictions, writes TASS. Prior to that, Mokhov was fined 1,000 rubles for similar violations.

Recall that in 2000 Mokhov kidnapped two girls 14 and 17 years old. For three years he kept them in the basement of his house, raped them. One of the girls twice gave birth to children from him, whom after Mokhov threw into the entrances of multi-storey buildings. The hostage gave birth to her third child after her release. The baby was born dead. The girls managed to escape by accident, when one of the hostages managed to hand over a note.

After his release, he gave an interview to Ksenia Sobchak, in which he stated that he was ready to deal with one of his victims again, since after her release she was never able to give birth to a child. In response, the girl demanded to open a new criminal case against him because of the threats.
