According to Kommersant, the Ministry of Internal Affairs has prepared a corresponding draft government decree. If the inspector reveals violations from this list, then a protocol will be drawn up under Article 12.5 of the Administrative Code, which provides for a penalty ranging from a fine of 500 rubles to deprivation of a driver's license.
Basically, the prohibitions are taken from the technical regulations of the Customs Union "On the safety of wheeled vehicles" 2011. For example, drivers will be fined for spike wheels in summer and summer tires in winter, and truck drivers will be punished for not having snow chains in winter.
The owners of cars with inoperative or missing headlamp cleaners and headlight level auto-correctors or the use of films on the headlights will also be fined. A fine will be imposed if the car does not have sun visors and airbags, or if there are some objects in the car that block the driver's view - even DVRs, if they block the view of the road.
The basis for writing out the protocol will be errors or malfunctions of the engine or automatic transmission stored in the memory of the on-board computer. For passenger cars it will not be possible to use "structures made of steel or similar materials" - that is, the so-called "kenguryatniki". And if the bumper is deformed as a result of an accident so much that its inner part protrudes beyond the dimensions of the car, the car will be prohibited from operating.
Inspectors will begin to fine under the new rules next spring.
In March, the All-Russian People's Front proposed to abolish technical inspections altogether for those who issued an OSAGO policy.
