As reported on the official portal of the republic, the reason for the resignation of the entire republican cabinet was the results of meetings with residents, representatives of the public, site visits, as well as individual interviews with members of the government and industry meetings. They showed that the work of the regional authorities requires serious adjustments.
“We need a regrouping of forces and a reboot. That is why I made the decision to resign the government. The decree was signed and dated today. At the same time, members of the government still continue to fulfill their duties. After all, life in the republic continues, and it requires continuous management”, - the press service of the republican government quotes Khovalyg's statement.
The change of power in the republic took place on April 7, when Russian President Vladimir Putin, by his decree, dismissed the head of Tuva, Sholban Kara-ool, who had headed the republic since 2007. Formally, the resignation took place "of its own free will", but it was preceded by warnings from political analysts that Kara-ool could leave his post early this year.
In mid-March, the Minchenko Consulting holding published another rating of governors' stability, including the head of Tuva Kara-ool, the governor of the Ulyanovsk region Sergey Morozov and the head of North Ossetia Vyacheslav Bitarov in the so-called “resignation list”. Then the rumors about the possible resignation of the governor were officially denied by the press service of Kara-ool. However, after Kara-ool, a series of resignations took place in the regions mentioned by political scientists.
After Kara-ool's resignation, Vladislav Khovalyg was appointed acting head of Tuva.
According to Kommersant, the gubernatorial elections expected in September may be held without much competition.
“In a number of regions, the opposition intends to put up the same composition of participants against the candidates of United Russia (ER) as in the previous elections. In Tuva, the Liberal Democratic Party may put up against Mr. Khovalyg (ER) Andrian Oorzhak, the son of the first president of Tuva Sherig-ool Oorzhak”, - the newspaper reports.
