“The idea of replacing migrant labor, it seems to me, is correct, because it is possible to create correctional centers at large construction sites, at large facilities, and the persons who are serving sentences, they are qualified to do this work”, - the minister said.
He pointed out that it is necessary to move "in all directions" and "create jobs". He called the large investment projects interesting, where the number of those serving sentences in the form of correctional labor will amount to a thousand or more.
"Today, unfortunately, we cannot boast that there are such people. The number, as a rule, is about a hundred people", - stated Chuichenko.
Note that he told reporters about this in Khabarovsk, and the second largest city in the region - Komsomolsk-on-Amur, was built not only by the forces of the Komsomol itself, but also by the labor resources of the GULAG.
The minister pointed out that today about 180 thousand people who are serving sentences in the form of imprisonment have the right to serve their sentences in the form of correctional labor.
"But today we have created only eight thousand with a little of these same places. Accordingly, we cannot fully realize the right of people to replace imprisonment with correctional labor. This is a very socially significant and interesting thing, because in this way people do not break away from society, receive a salary, and can fulfill their obligations arising from the decision of the courts", - the head of the Ministry of Justice said.
He added that today negotiations are underway with representatives of the business community, appropriate agreements are being concluded, and the FSIN is actively working on this.
"In the near future we have to increase the number of correctional centers and places", - he shared.
It's worth reminding that experts criticized Kalashnikov's proposal.
"The system continues to discard unprofitable functionality. If you already have slaves, then they should be used as slaves - after all, it is logical. The assurances that this will not be a GULAG, but something completely different, with chamomiles and the scent of lavender, are not very convincing. Neither the regime itself nor its most brutal structures can be exactly blamed for humanism”, - noted network analyst Anatoly Nesmiyan.
