As RIA Novosti was told in the Russian Bar Association, earlier the FSSP refused to initiate criminal proceedings against alimony debtors if they made even minor payments. For example, in the Altai Territory, the decision to initiate a criminal case against the alimony who owed the child over 300 thousand rubles was canceled, and only one and a half thousand was paid.
“Every year, FSSP investigators make several thousand decisions to refuse to initiate a criminal case for malicious non-payment of alimony, and the reasons are often irregular and insignificant payments,” explained Vladimir Gruzdev, head of the AYR board.
Now for non-payment of alimony, administrative liability is provided, and in case of repeated violation - criminal liability.
In 219, eight thousand decisions were made to refuse to initiate criminal cases under the article on non-payment of funds for the maintenance of children or disabled parents.
Recall that in his April message to the Federal Assembly, Russian President Vladimir Putin stated that the procedure for collecting alimony should not "humiliate a person."
- All issues here need to be resolved mainly remotely and, most importantly, in the interests of the affected party. A mother with a baby in her arms, and this is what happens most often, should not knock on the doorsteps of the authorities, collect information, - said the head of state.
