A pilot project of a new payroll system for medical workers will be launched from November 2021 to March 2022 in Yakutia, Belgorod, Kurgan, Omsk, Orenburg and Tambov regions, as well as in Sevastopol. The government plans to introduce the new system everywhere no earlier than 2023.

According to Kommersant, referring to the draft resolution of the Ministry of Labor, the salaries of doctors will be calculated taking into account two new values - the coefficient of differentiation of the employee and the coefficient of economic development of the region. The salaries will not be reduced from the current level.

The calculation methodology will be developed by August. According to Marina Maslova, the head of the department of remuneration, labor relations and social partnership of the Ministry of Labor, this will allow "to level the situation with the salaries of medical workers in order to avoid a shortage of specialties in one region and their surplus in another".

The coefficients will not be equal in different regions, they may differ several times. It is preliminarily calculated that in Moscow the coefficient will be 3, in St. Petersburg - 2.5, in the regions - 1.

In the trade unions, however, they believe that these calculations raise the most questions. The FNPR (Federation of Independent Labor Unions of Russia) hopes to take part in the creation of a methodology for calculating regional coefficients and reduce the differentiation of wages by region. The Confederation of Labor of Russia, in turn, reminds that in many medical institutions today there is a huge difference between the salaries of doctors and the head, and "it is unclear how the Ministry of Labor plans to deal with this problem".

The Ministry will summarize the results of the pilot project by the end of June next year. At the same time, a decree will be prepared, which will introduce a new system of remuneration for the entire industry and establish the source of its financing.

We will remind, in February it became known that doctors from law enforcement agencies treating coronavirus will be paid 68.8 thousand rubles each.

In November last year, it was reported that the authorities allocated 26.1 billion rubles for “covid” payments to doctors.
