As RIA Novosti clarifies, the shooter had a weapon permit since 2010. He fired at passers-by with his own Vepr carbine, which was capable of firing bursts.

SOBR arrived at the scene. The negotiations did not yield any results, the security forces had to take the apartment by storm. The attacker resisted. He was detained alive. It turned out that he was drunk. Soon he will be sent for a psychiatric examination.

The Investigative Committee on the fact of the incident opened two criminal cases - on the attempted murder of a minor and on the encroachment on the life of a law enforcement officer.

As it turned out, the inspector - a senior militia warrant officer - was dismissed ten years ago.
