The Main Radio Frequency Center (GRChTS) proposed to legalize the viewing of pornographic films with confirmation of the identity and age of viewers through the Gosuslugi (State Services) portal.

The Main Radio Frequency Center's subordinate to Roskomnadzor has come up with a list of recommendations that. According to officials, should lead to the restriction of pornography on the Internet. The officials decided to divide all available pornography into two types: “illegal” and “not prohibited by law”. Regarding the "illegal" pornography in the Main Radio Frequency Center did not say anything, but they decided to allow access to the "non-prohibited" to adult citizens.

It is proposed to confirm age through verification systems that will develop porn sites, or through the Unified Identification and Authentication System (ESIA), with the help of which Russians register, in particular, on the State Services website, Kommersant reports.

The "genius" of the invention of the Main Radio Frequency Center officials is that access to all pornography should be restricted until the user confirms his age. Roman Korostashov, the acting head of the Scientific and Technical Center of the HRChTs, told reporters that the use of the ESIA for verification of age is "a priority", since it is this system that has "legal significance." The authors of the proposal did not explain how the HRChTs intend to further use personal information about the fact that verified users of the ESIA visit porn sites, and how often they do it.

According to the developers, the filtering of porn content should be paid for by the state that has not imposed it. The implementation of the project must be entrusted to a private business - cellular operators, who will be obliged to purchase and install special equipment for this.

Ultimately, ordinary Internet users will pay for this, including those who do not watch porn content at all. This is due to the fact that the costs of installing mandatory equipment are included in the general tariff, as was the case with the forced introduction of the Yarovaya package, which provoked a noticeable increase in prices for the services of Internet providers.

"We can talk about the technical means of countering threats (TSPU), which the operators have installed under the law on the "sovereign Runet"", - said in the message.

What kind of "threat" to the interests of national security are legal pornographic films, which officials intend to fight in this way, the authors of the initiative did not elaborate.

Experts believe that the new "Wishlist" of the Roskomnadzor subdivision will be another waste of money from the pockets of Russians. Director General of the Institute for Internet Research Karen Ghazaryan explained that such efforts will not be able to effectively block the flow of adult videos, since "pornography on the Internet is kit and kaboodle, it will not be possible to control everything".

Russian law today does not prohibit citizens from watching porn. Only the production and circulation of porn content is punished (Article 242 of the Criminal Code of the Russian Federation) and similar actions in relation to photo and video materials with the participation of children (Article 242.1 of the Criminal Code of the Russian Federation). However, the largest porn sites such as Pornhub in Russia are blocked by court decisions.

This spring, scientists from the Universities of Quebec and Dalhousie in Canada decided to analyze how co-viewing of pornographic material affects the relationship between sexual partners.
