Muscovites and guests of the capital organized a "barbecue sabbath" in Kuzminki Park

On the territory of one of the main museums-reserves of Moscow, the Law "On Specially Protected Natural Areas" is grossly violated.

A Muscovite who introduced herself as Olga Vorobyova contacted the editorial office of Novye Izvestia. The woman expressed extreme indignation at what was happening in her "native Kuzminki" and sent us material about the lawlessness committed by residents and guests of the capital in the State Historical, Architectural and Natural Landscape Museum-Reserve Kuzminki-Lyublino. This is what Olga wrote to us:

"In order to contain the dramatic situation with the spread of coronavirus in Moscow, the mayor of the capital, Sergei Sobyanin, declared this week a non-working week. However, many citizens apparently misunderstood the decree of the authorities and rushed to the notorious barbecue and picnics - without any observance of not only sanitary-epidemic, but also environmental At least, this is how the situation looks in the southeast of Moscow in a part of the Kuzminki-Lyublino park, which, by the way, has the status of the State Historical-Architectural and Natural-Landscape Museum-Reserve.

What is happening here at the weekend was captured by the indifferent “Kuzminki natives” in social networks. The reclining and libation of Muscovites and guests of the capital, leaving behind heaps of garbage, bonfires on the grills at every step, including under trees and bushes, of course, with drinking alcoholic beverages - such a picture appears, for example, near the Shibaevsky pond, which is popular with vacationers.

However, one must understand that something like this happened here long before the pandemic, and every year the state of affairs is only getting worse!

“Fasting is ripe. The situation in the native Kuzminki park is already beyond the line of good and evil. It is better not to come here on weekends so as not to get upset. Picnics with mountains of rubbish, shashliks and open fires are everywhere, outside the magnetic zone (specifically, I see this picture all the time at the Shibaevsky pond). A separate question is why mangal zones are generally allowed on the territory of protected areas, but it has no practical meaning, because citizens spit on these conventions. All this is happening in the state natural landscape reserve! The park administration is aware of what is happening with them, but they say directly on the hotline: they have six inspectors for the entire complex, they don't have enough hands. I was also told that the police are reluctant to make calls. That is, it turns out that it is impossible to end this sabbath! The management of the park cannot, but who can then?”, - Aaks a resident of the district Yekaterina, who posted these eloquent pictures on Facebook. This is exactly what I see every time I walk in our beautiful park.

But the park's website says in plain text:

"Dear visitors! We inform you that in accordance with the Law of the City of Moscow "On Specially Protected Natural Areas" any actions that cause harm to natural objects are not allowed in PAs, including: - littering of the territory; - making fires, burning dry leaves and grass. And also other actions that harm the environment are not allowed.

Violation of the established regime of protection and use of protected areas entails the imposition of an administrative fine on citizens in the amount of 4 to 5 thousand rubles, on officials - 40 thousand rubles; for legal entities - 300 thousand rubles.

In accordance with Art. 262 of the Criminal Code of the Russian Federation "violation of the regime of protected areas, resulting in significant damage is an environmental crime and can be punished with correctional labor for up to 2 years."

If it is useless to appeal to the conscience and culture of citizens (especially since kebabs are "sacred" for our people, and the Little Prince's behests to clean up the planet look naive nonsense in the eyes of many), then, I think, the law should come into play.

Only here the severity of laws in our country is often "compensated" by the absence of any control over their implementation.

“I'm afraid the scenario of last spring will now repeat itself: the mounted police will appear at the pond, as then, before quarantine, draw up several protocols for order and disappear again (I remember then the police acted softly and also complained that there were not enough outfits, and the people in the area I was in a hurry to fold the barbecues and disperse even at the sight of raids). But I would not want this, but for the problem to be solved somehow comprehensively. This should not happen in a park, a nature reserve!", - concluded the author of the aforementioned post on Facebook, noting several instances in it at once - in fact, the official page of the park, Rospotrebnadzor, Rosprirodnadzor, Mospriroda, etc. I am glad that we have such caring people.

By the way, in the public group "Kuzminki - my district" the participants admit that they wrote about this problem to the council and, in general, wherever they turned: but - "it is deaf everywhere".

“If we had just walked with fines, word of mouth would have spread the news,” people admit. However, while in other parts of the park there are still "horsemen", for some reason you cannot see the guards near the Shibaevsky pond.

Meanwhile, experts familiar with the state of affairs confirm that the situation in Kuzminki Park is stalemate. It seems that detours are being made, but a couple of inspectors for a shift cannot “comb” all 1200 hectares of the protected area. And how many protocols can they draw up accompanied by a police officer?

Meanwhile, the hotline receives up to two dozen complaints from all parts of the park every day, but all violations are counted in hundreds.

So why can't you use many times more inspectors and police squads if your hands are sorely lacking? Unfortunately, there seem to be no answers to these questions.

However, two days later, under the post of the aforementioned Catherine from Kuzminki, the Deprirody of Moscow account was noted with a typically bureaucratic report:

“The protection service of the protected areas of the State Budgetary Institution“ Mospriroda ”conducts daily surveys of the natural and historical park "Kuzminki-Lyublino", and also carries out joint raids with the police and the Russian Ministry of Emergencies. Administrative measures are applied to violators within the framework of existing powers. Since the beginning of 2021, 44 protocols have been drawn up on administrative offenses for violation of the regimes for the protection and use of protected areas. The sanitary maintenance of the territory is carried out by the State Budgetary Institution "Highways of the SEAD". Now the territory has been cleaned and is in a satisfactory condition"

"Thanks for the answer. It is great that raids are being carried out, but the situation, unfortunately, is not changing, - Yekaterina admits. - Near the Shibaevsky pond alone, every weekend you can see many times more violators than the protocols were drawn up since the beginning of 2021. People in large groups make fires in the protected areas and feel completely at ease and with impunity. Perhaps, it is necessary to multiply the resources aimed at combating violators? If the park complains about the lack of inspectors, then expand their staff, and significantly, right? ... After all, the point is not to formally report on inspections, but to actually change the situation and save the park? There is a massive violation of the rules for visiting protected areas..."

“Contact the Main Directorate of the Ministry of Internal Affairs in Moscow to send the detachments of the operational regiments of the public order department to the park in connection with the increasing number of citizens' appeals for violations of law and order,” another commentator prudently advises officials.

Only now is it a big question whether officials will hear these advice and take care of the fate of one of the most beautiful parks in our capital. I hope that the publication in Novye Izvestia will still not be ignored..."
