The pandemic poses riddles not only to physicians and biologists, but also to political scientists. And this is not surprising, since in addition to medical methods of combating it, the governments of all countries also use non-medical ones, which in one way or another have political consequences.
Political scientist Gleb Kuznetsov decided to find out how effective these measures are. And he came to amazing conclusions. First, since only the death of humanity can truly stop the pandemic, therefore, the measures introduced are the more effective, the closer they are to stopping the interaction of people with each other, or, more simply, to death.
Secondly, all measures that are associated with restrictions, so to speak, of a "cosmetic" plan (for example, they are allowed in the metro, but not in theaters and cinemas), do not have any effectiveness, just like various kinds of special permits, certificates, vaccination passports and QR codes.
But at the same time, and this is thirdly, such measures will still be applied, since all public administration is based on this - to take measures, and not avoid them. That is, in the logic "something needs to be done ..."
Fourthly, it is impossible to resort to any kind of reflection on the effectiveness of the measures taken, because it entails the responsibility of the initiators and implementers of these measures. Who would want to take it upon himself of his own free will ?! No, instead, you need to get more and more measures out of a hat like rabbits, and cancel the old ones.
Based on these points, Kuznetsov concludes that in the sense that people understand the word "victory", the pandemic cannot be defeated. Moreover, it is impossible on a global scale, not only on a Russian scale. That is why prices will rise, incomes will decline, and inflation will make our lives very difficult.
But at the same time, the state will not be able to stop taking measures, since this will become evidence of its total impotence, and this it fears more than anything else. The state will not think about the measures already taken.
At the same time, fear of the coronavirus will inevitably fall and frustration will grow. And so people will start to worry about new problems, for example, food prices. And this will become more relevant than mortality in covid hospitals. And then the state will inevitably take other measures, but now not against the covid, but against the rise in prices ...
That is, officials will have to solve a very difficult task, roughly like a sapper: to be at the same time a crown-skeptic and a corona-loyalist. Take measures, and immediately cancel them, not giving an opportunity to reflect on their effectiveness.
The adequacy of the non-medical measures taken is assessed by all decisively, since they affect everyone, while medical measures concern only a minority. That is why the measures should be both easily introduced and just as easily canceled so that the public consciousness constantly lags behind the government, as Achilles does from the tortoise in the famous aporia.
In addition, the measures should affect the minority, but at the same time for the majority they should be either attractive or simply acceptable.
Finally, none of the measures can be called salutary, guaranteeing victory over the pandemic in order to avoid severe disappointment.
In this sense, the best measure, Kuznetsov wittily notes, would be a curfew from 1 am to 5 am. It is just as ineffective as all the others, it concerns a minority, it is introduced and canceled by the decision of an official, even of a municipal rank. But the majority will accept him and rejoice at the fact that they have restricted the rights of night revelers. And this measure will certainly not be able to save humanity.
But the spread of digital surveillance and total restrictions like QR codes, with all their obvious inefficiency, can lead to very serious consequences, undermining the credibility of the authorities. The same applies to the compulsion to vaccinate, - the political scientist concludes.
One can add to his conclusions the absurd decision of the Kuban authorities to allow the arrival of unvaccinated tourists from August 1, who, as the governor of the region is sure, will be vaccinated on the spot and thus the virus will recede. From the point of view of doctors, this decision is just ignorant delirium! The antibodies that protect against the virus form within two to three weeks after vaccination, during which time the person will be susceptible to the disease. Then why simulate the fight against the virus, which turns out to be absolutely useless?
