The Ministry of Internal Affairs wants to introduce incentive measures for car owners who will voluntarily undergo technical inspection. In particular, the possibility of reducing the transport tax and the cost of compulsory motor third party liability insurance for such drivers is being considered.

As informs "Interfax" referring to the Interior Ministry, in the course of monitoring it became clear that the inspection market is not ready for innovation. In particular, in some regions the population is not provided with technical inspection points to the required extent. And the tariff policy of the subjects negatively affects the development of this market. All this can cause difficulties with passing the technical inspection.

“The Ministry of Internal Affairs of Russia has come up with an initiative to abolish the mandatory technical inspection for cars and motorcycles owned by individuals. The corresponding proposals have been sent to the government, ”the ministry said. At the same time, they offer to stimulate car owners so that they undergo technical inspection voluntarily.

It's worth reminding that from August 22, 2021, amendments to the legislation will come into force, according to which a diagnostic card is no longer required to issue an OSAGO policy. However, the obligation of drivers to undergo technical inspection will remain. So, from March 1, 2022, car owners will receive fines for the lack of a diagnostic card. Moreover, they want to determine its absence with the help of photo and video cameras.
